MAJOR FUNCTION
This position reports to the Telecommunications Supervisor. The Senior Telecommunications Network Specialist (Voice Engineer) works collaboratively with the Telecommunications team and Information Technology leadership to design, implement, administer, maintain, and support the County's enterprise voice and unified communications infrastructure in a secure, reliable, and highly available environment.
ILLUSTRATIVE DUTIES
  • Designs, configures, implements, and maintains enterprise VoIP and unified communications platforms.
  • Develops and manages dial plans, call routing logic, SIP trunk configurations, and voice policies.
  • Administers PBX/VoIP systems, voicemail platforms, SBCs, gateways, E911 systems, IVR, call recording, and paging solutions.
  • Integrates voice platforms with LAN/WAN, firewall, security, and cloud services.
  • Monitors and troubleshoots voice quality, latency, jitter, packet loss, MOS, and signaling issues.
  • Supports collaboration platforms including Microsoft Teams, Zoom, and Webex.
  • Administers network components supporting voice services, including switches, routers, wireless access points, and structured cabling.
  • Performs capacity planning, vendor coordination, project leadership, documentation, and training.
  • Performs related duties as required.
  • Travel is required.

MINIMUM QUALIFICATIONS
  • Graduate of an accredited high school/trade school or possession of an equivalent diploma.
  • Must possess or be able to obtain a valid Florida Class E Driver's License within one (1) year of employment.
  • Minimum of four (4) years' experience in the support of large telecommunications networks, including analog and digital VOIP, PBX/KEY system configuration, installation, and maintenance.
  • SSCA® (SIP School Certified Associate) or CTNS Certification (Certified Telecommunications Network Specialist)
  • A comparable combination of related training and experience may be substituted for the minimum qualifications, except where licensure is required.

SPECIAL REQUIREMENTS
  • This full-time position is based in Polk County, Florida. Flexibility may be required to support emergency repairs outside of regular business hours (on-call rotation).

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the county and its residents.
