Job description

Class Title: Stormwater Program Manager

EEOC: Technician

FLSA: Non-Exempt

SALARY: ย DOE

Summary of Position

Under the direction of the Planning and Development Supervisor, the Inspector will perform field inspections to ensure compliance in accordance with the TPDES General Permit and will issue reports from information gathered on job sites and serve as the โ€œmiddlemanโ€ between Construction Ecoservices and the client.ย  Is in charge of assigning inspections to stormwater inspectors working under his/her supervision, but not limited to helping his/her supervisor or field service manager with other tasks.

Organizational Relationships

  • Report to: Planning and Development Supervisor and Field Manager
  • Directs: All field employees as required
  • Other: Has contact with employees, the public, consultants, contractors, and suppliers

Essential Duties

  • Will manage all compliance efforts, data tracking, and inspections within the municipal separate storm sewer system (MS4) program in District 17.
  • Investigate and conduct stormwater-related audit inspections and reports.
  • Must communicate and work effectively with other local and civic compliance programs that operate within the MS4 to successfully manage any stormwater or illicit discharge issue or event.
  • Reliably record and track all inspection reports on Best Management Practices (BMP) documentation for submission to the Texas Commission on Environmental Safety.
  • Steadfastly focuses all year on compiling significant information for the TCEQ Annual Report.
  • Familiarize, track, and record all District 17 pond systems, outfalls, inlets, and storm drain systems on the Districtโ€™s ARC GIS System.
  • Responsible for inspecting all construction sites for stormwater, violations, erosion control, and potential illicit discharge.
  • Inspects and reports on all District 17โ€™s MS4 stormwater drainage and pond systems.
  • Responds to citizen calls and or complaints with written communications and or returned calls.
  • Resolve issues and conflicts through working partnerships with citizens and Home Owners Associations (HOAs).
  • Will interface and maintain good working affiliations with contractors, builders, other local municipal personnel, and civic administrators.
  • Reports commercial and residential buildings out of compliance; working without an irrigation permit, pool permit, plumbing permit, and or unapproved site plans.
  • Must be able to be on-call and ready to come to work if any emergency arises.

Additional Duties

  • Assist the Code Compliance department as needed with inspections or reports.
  • Responsible for the work schedule of the backflow and the Industrial Waste inspections and reports.
  • Performs other related duties as assigned.

Working Conditions

  • While performing the duties of this job, the employee is regularly exposed to high, precarious places; outside weather conditions; extreme cold and extreme heat.
  • Must be able to walk grassy areas.
  • Often exposed to sounds and noise levels that are distracting or uncomfortable.
  • May work in an enclosed vehicle, such as a truck, van, or office.
  • Be able to lift heavy loads regularly.ย 

Training, Administrative, and Mass Communications Responsibilities

  • Advise the team members on various safety-related topics provided by the safety department.
  • Assists the other departments as needed under the supervision of his/her supervisor and field service manager.
  • Works in conjunction with the operations manager or maintenance manager.
  • Advise the workforce and public on various stormwater-related topics by use of various measures; paper handouts, email blasts, PowerPoint, video, webinar, and newsletters.
  • Assists and prepares educational seminars and training sessions on a regular basis.
  • Advise the workforce and public on various construction site-related topics by use of various measures; paper handouts, email blast, PowerPoint, video, and webinar.

Entry Level Experience, Required Knowledge, Skills, and Aptitude

  • Education and experience: Bachelorโ€™s degree in Environmental Science or a related field preferred; high school diploma or GED equivalent required.
  • Two to four years of experience in a utility work environment, or an equivalent combination of education and experience.
  • Comprehension and understanding of personnel policy, safety manual, construction standards, and construction detail standards.
  • Must be able to communicate with individuals/groups of people to understand, guide, follow, and be direct with instructions.ย  Should easily establish and maintain effective working relationships with co-workers and the General Public.
  • Working skills and computer background in Word, Excel, and PDF files.
  • Should possess basic skills like cut-n-paste, downloading, cropping, editing, etc.
  • Self-Starter, communicator, evaluate and organize a daily work routine and schedule.ย  Aptitude and propensity for reading and writing.ย 

Certificates and Licenses Required

  • Valid Class C Driverโ€™s License; a good and acceptable driving record is compulsory.ย 
  • Achieve and obtain a certified stormwater license (requirement and condition).
