Job description

Scout Clean Energy isย seekingย a motivated and collaborative Manager, Government and Regulatory Affairs to advance our legislative and regulatory priorities across assigned states within the MISO and PJM footprints. This role will advocate for key policies, build and manage external relationships, and partner cross-functionally to advance Scout's development and operating portfolio.ย 

The Manager, Government and Regulatory Affairs will support legislative and regulatory affairs for states where Scout is actively developing and operating projects within the MISO and PJM footprints. Primary coverage includes Illinois, Indiana, Iowa, and Pennsylvania; exact portfolio and coverage may evolve.ย 

Key responsibilities include:ย 

  • Monitor, analyze, and track legislative and regulatory developments across assigned states; translate implications into clear internal recommendations and action plans.ย 
  • Build and manage relationships with policymakers, regulators/utility commissions, trade associations, and other stakeholders; represent Scout in external forums and discussions.ย 
  • Coordinate external advocacy efforts,ย includingย withย contract lobbyists, coalitions, and industry groups,ย to advance Scout priorities and ensure effective engagement with legislative and regulatory bodies.ย 
  • Partner with internal teams (development, interconnection, origination, procurement, construction, legal, finance, etc.) to assess impacts, align policy strategy with businessย objectives, and mitigate risk.ย 
  • Draft internal briefings, position materials, and decision memos.ย Communicate risks, progress, and recommended actions to senior leadership.ย 
  • Maintain and improve internal tools (e.g., stakeholder maps, engagement logs, policy calendars, and trackers) to support coordinated execution.ย 
  • Mentor and support junior team members through knowledge-sharing, feedback, and collaboration.ย 

This individual will join a small team reporting to the Director, Government and Regulatory Affairs, and will coordinate closely with internal and external subject matter experts to advance Scout's policy strategy and support execution across the development and operating portfolio.

Requirements

  • Aย Bachelor'sย degree from an accredited college program in political science, business, communications, international relations, or other relatedย discipline.ย Advancedย degree preferred.ย 
  • 4+ years of relevant work experience in renewable energy, state legislative and/or state regulatory affairs.ย 
  • Understanding of state legislative processes and utility commission regulations unique to renewable energy technologies and across multiple disciplines including demand drivers, transmission, interconnection, finance, tax, origination, siting,ย permittingย and land use.ย 
  • Demonstratedย research and analysis experience, including synthesizing complex issues into clear communications withย focusย onย anticipatedย impact and recommended action.ย 
  • Strongย written, verbal, and interpersonal communication skills.ย 
  • Demonstrated team building and coalition-building skills and experience working with cross-functional internal and external technical advisors and stakeholders.ย 
  • Demonstrated ability toย influenceย legislation and regulation at a variety of levels including as a company representative, through industry groupsย and coalitions, and with contracted lobbyists.ย 
  • Ability to self-organize, multi-task, andย navigateย conflicting priorities with clear target setting and follow-through capability in a fast-paced work environment.ย 
  • Willing and available to travel up to 25% of the time (travel expectations may be higher for remote employees, depending on location and business needs).ย

This position will beginย by August 1, 2026. Our ideal candidate is in Boulder or would be willing toย relocateย to commute to our Boulder office on a hybrid schedule. Remote arrangements will be considered for the right candidate.ย

Benefits

Target base salary:ย $110,000-$150,000ย with attractive annual bonus potential (based on experience and negotiable for the right candidate).ย
