Position Summary

The Program Director is responsible for the overall leadership, oversight, and management of behavioral health treatment programs, including outpatient, Intensive Outpatient Program (IOP), and Partial Hospitalization Program (PHP) services.
This role ensures clinical quality, operational efficiency, regulatory compliance, and staff performance while maintaining a strong focus on client care and program outcomes. The Program Director works closely with executive leadership, clinical teams, and administrative staff to support program growth and excellence.

The ideal candidate is a strong leader with experience in behavioral health program management, capable of balancing clinical oversight with operational leadership in a fast-paced healthcare environment.


Essential Duties and Responsibilities

Program Leadership & Operations

  • Oversee daily operations of behavioral health programs, including outpatient, IOP, and PHP levels of care
  • Provide leadership and direction to clinical and administrative teams
  • Ensure programs operate efficiently while maintaining high standards of client care
  • Develop and implement program goals, policies, and procedures
  • Monitor program performance metrics, outcomes, and census data
  • Support strategic planning and program development initiatives

Clinical Oversight

  • Ensure delivery of high-quality, evidence-based clinical services
  • Provide oversight of treatment planning, clinical documentation, and care coordination
  • Support clinical staff in adherence to best practices and ethical standards
  • Participate in case consultations, treatment team meetings, and clinical reviews
  • Ensure appropriate levels of care and continuity of services for clients

Compliance & Quality Assurance

  • Ensure compliance with all applicable federal, state, and local regulations
  • Maintain adherence to HIPAA, licensing requirements, and accreditation standards
  • Oversee quality assurance and performance improvement initiatives
  • Support audits, licensing reviews, and regulatory inspections
  • Implement corrective action plans when necessary

Staff Supervision & Development

  • Supervise clinical and administrative leadership staff
  • Support hiring, onboarding, training, and performance evaluations
  • Foster a positive, collaborative, and accountable workplace culture
  • Provide ongoing coaching, feedback, and professional development opportunities
  • Promote staff engagement, retention, and team effectiveness

Collaboration & Communication

  • Work closely with executive leadership on organizational strategy and growth
  • Coordinate with admissions, utilization review, billing, and operations teams
  • Maintain strong relationships with referral sources, community partners, and external providers
  • Ensure effective communication across all departments

Program Growth & Development

  • Identify opportunities for program expansion and improvement
  • Support development of new services, initiatives, and clinical offerings
  • Contribute to organizational planning and long-term strategic goals
  • Promote innovation and continuous improvement within programs


Qualifications

Required

  • Masters degree in Social Work, Psychology, Counseling, Marriage and Family Therapy, or related behavioral health field
  • Active California clinical license (LMFT, LCSW, LPCC, or equivalent)
  • 25 years of behavioral health experience, including 2+ years in leadership or supervisory role
  • Experience in outpatient, IOP, PHP, or residential treatment settings
  • Strong knowledge of clinical best practices, documentation, and treatment planning
  • Understanding of regulatory compliance, HIPAA, and licensing requirements
  • Strong leadership, communication, and organizational skills


Preferred

  • Prior experience as a Program Director or Clinical Supervisor
  • Experience with co-occurring mental health and substance use disorders
  • Knowledge of Joint Commission or accreditation standards
  • Experience with Electronic Health Records (EHR) systems
  • Strong background in program development and operational management
