Strategic Implementation Lead (Program Specialist VI)

WHO YOU ARE: 
A proactive tactical partner and seasoned consultant ready to bridge the gap between high-level strategy and field operations. You are the "How-To" expert who excels at designing practical implementation methods and providing high-level coaching to management. You thrive on statewide strategic execution, translating complex policy into actionable behaviors, and fostering buy-in across all organizational levels. You are a thoughtful problem-solver, an engaging facilitator, and a clear communicator committed to ensuring that the division's mission is effectively adopted by Unit leadership.
WHAT YOU WILL DO: 
The Strategic Implementation Lead performs highly advanced (senior-level) consultative services and technical assistance work. Work involves designing the tactical frameworks, processes, and toolkits required to embed division strategies into field operations. This role focuses on manager-level coaching and ensuring the effective "Strategic Cascade" of agency priorities. Works under limited supervision, with considerable latitude in the use of initiative and independent judgment.
YOU WILL BE TRUSTED TO:
-Develop the "How" of Strategy by creating tactical frameworks, standardized toolkits, communication templates, and Manager Desk Aids for statewide rollouts.
-Provide high-level strategic coaching to Unit Managers, guiding them on local action plans to meet state performance targets.
-Facilitate leadership workshops to ensure field staff understand the intent behind strategic shifts and are equipped to lead their teams through transitions.
-Conduct "Implementation Reviews" to evaluate the progress of strategic adoption and provide course-correction coaching.
-Analyze performance data and gather "ground-truth" insights from the field to provide feedback to executive leadership for refining strategic objectives.
-Identify and develop strategies to overcome cultural or operational resistance to change.
YOU QUALIFY WITH:
-Graduation from an accredited four-year college or university (Experience and education may be substituted for one another on a year-for-year basis).
-Three years of full-time experience in program administration, management coaching, or strategic execution
-Proven experience in a consultative or "lead worker" role, specifically in coaching managers or leading large-scale organizational change.
YOU ARE A GREAT FIT WITH:

-Skill in: Management-level coaching; translating high-level concepts into actionable tasks; and identifying measures of performance.
-Ability to: Guide and mentor others; identify systemic barriers to implementation; facilitate leadership-level meetings; and communicate effectively with executives and field staff alike.
-Travel: Ability to travel regularly (approx. 20-30%) to provide on-site coaching and support to Unit Managers.
