Brief Job Description:
The Legal Services Division (LSD) in the HHS Office of Chief Counsel (OCC) seeks three Legal Operations Specialists (Program Specialist VI).
Each Legal Operations Specialist reports directly to a Deputy Chief Counsel who oversees a section of LSD and performs highly advanced senior-level professional work supporting LSD, including data analytics, reporting, strategic and operational planning, quality assurance, and other key administrative and operational activities.
The Legal Operations Specialists work under limited supervision, with considerable latitude for the use of initiative and independent judgment.
A hybrid telework schedule may be available, with on-site office location at the HHS North Austin Campus.
Essential Job Functions (EJFs):
  • EJF 1 (30%): Coordinates information-sharing and data reporting efforts for the LSD section. Collaborates with other Legal Operations Specialists supporting other LSD sections. Develops dashboards and reports for the Deputy Chief Counsel, HHS leadership, and HHS clients. Manages internal LSD collaboration tools on behalf of the section, such as SharePoint pages, Teams and Teams channels, and the LSD Knowledge Bank. Serves as a super-user in OCC's case management system and other technology systems for report generation and administrative support.
  • EJF 2 (25%): Provides administrative support to the Deputy Chief Counsel by monitoring shared mailboxes, preparing meeting materials, coordinating legislative activities, and tracking deadlines, deliverables, and performance metrics. Calendars and monitors key events and deadlines on behalf of the section and Deputy Chief Counsel.
  • EJF 3 (15%): Reviews documents, memoranda, and presentations prepared by LSD section staff for quality, accuracy, and consistency. Maintains templates and develops new templates and materials as needed. Drafts and updates policies and procedures.
  • EJF 4 (15%): Supports continuous improvement efforts for the LSD section. Optimizes workflows, monitors business plan initiatives, coordinates reporting, and assists with project tracking.
  • EJF 5 (10%): Provides operational support to LSD section and collaborates with other LSD sections and OCC divisions. Participates in workgroups and supports cross-functional initiatives in coordination with OCC Strategic Operations.
  • EJF 6 (5%): Other duties as assigned.

Knowledge, Skills and Abilities (KSAs):
  • Knowledge of performance reporting and executive-level communication that supports decision-making.
  • Knowledge of the HHS system, its organizational structure, and its programs.
  • Knowledge of the Texas legislative process.
  • Skill in preparing, reviewing, and finalizing executive-ready deliverables, including strong writing and editing skills.
  • Skill in communicating complex information to stakeholders through concise writing, briefings, and presentations.
  • Skill in managing multiple priorities and deadlines while maintaining accuracy, consistency, and timeliness.
  • Skill in data analysis and reporting.
  • Ability to evaluate and develop administrative policies and procedures.
  • Ability to coordinate across teams and partners to deliver timely and complete results.
  • Ability to exercise sound judgment and make effective decisions under minimal supervision.
  • Ability to communicate complex information effectively to technical, operational, and executive audiences.
  • Ability to rapidly learn new software and computer systems.

  • Experience with leading implementation of new technology in a complex work environment is required.
  • Experience working in or supporting health and human services programs is preferred.
  • Experience developing, reviewing, and presenting reports, analyses, or executive-level deliverables is required.
