Senior Business Intelligence Analyst Specialist

Location: Austin, TX 78751 (100% Onsite)
Pay Rate: $86.00 per hour
Duration: 12-Month Contract (09/01/2026 - 08/31/2027)
Schedule: Monday through Friday, 8:00 AM to 5:00 PM

Lead Enterprise Analytics and Business Intelligence Initiatives

We are seeking an experienced Senior Business Intelligence Analyst Specialist to join a high-profile Enterprise Information Management initiative supporting the Texas Health and Human Services Commission (HHSC). This role is ideal for an experienced Business Intelligence professional with deep expertise in SQL, data warehousing, dashboard development, data visualization, and analytics who enjoys leading enterprise projects and transforming complex data into actionable insights.

As a technical lead within an Agile development environment, you will work closely with business leaders, data engineers, and executive stakeholders to deliver enterprise reporting solutions, AI-enabled analytics, and strategic data initiatives that support statewide healthcare programs.

What You'll Do

As the Senior Business Intelligence Analyst Specialist, you will:

  • Lead business intelligence and analytics initiatives supporting enterprise reporting and strategic decision making.
  • Gather business requirements and translate complex operational needs into technical specifications and analytical solutions.
  • Serve as the primary liaison between business stakeholders and technical teams for enterprise reporting initiatives.
  • Lead Agile sprint planning, backlog management, epics, user stories, and project documentation while supporting traditional Waterfall project planning when needed.
  • Develop advanced SQL queries to extract, integrate, analyze, and validate complex datasets.
  • Design, develop, and maintain executive dashboards, reports, and interactive data visualizations using Power BI, Tableau, or similar BI platforms.
  • Partner with business users to identify reporting needs and deliver meaningful analytics that support operational and executive decision making.
  • Develop AI prompts and query strategies that improve data retrieval, reporting accuracy, and analytical efficiency.
  • Validate AI-generated results and ensure compliance with agency data governance, reporting standards, and responsible AI practices.
  • Create documentation, training materials, and best practices that improve organizational data literacy.
  • Mentor business users on reporting tools, data interpretation, AI capabilities, and self-service analytics.
  • Collaborate with Data Engineering, IT, and business teams to resolve complex data quality and reporting issues.
  • Stay current on emerging business intelligence, artificial intelligence, and analytics technologies to continuously improve enterprise reporting capabilities.

Required Qualifications

Qualified candidates should possess:

  • 10+ years of Business Intelligence, Data Analytics, Business Systems Analysis, or related experience.
  • 10+ years gathering business requirements and translating complex data requests into scalable reporting and analytics solutions.
  • 10+ years performing complex data analysis using SQL.
  • Advanced SQL skills for data extraction, manipulation, validation, and reporting.
  • Extensive experience designing dashboards, reports, and executive data visualizations.
  • 10+ years of experience using Power BI, Tableau, or comparable business intelligence platforms.
  • Strong understanding of data warehousing, enterprise reporting, and analytics best practices.
  • Outstanding communication and presentation skills with the ability to explain technical concepts to business users and executive leadership.
  • Proven ability to lead cross-functional teams and manage multiple enterprise initiatives.

Preferred Qualifications

Experience with any of the following is highly desirable:

  • Technical project leadership in Agile and Waterfall environments.
  • Sprint planning, backlog management, epics, user stories, and project artifacts.
  • Business Intelligence and Enterprise Data Warehouse environments.
  • Health and Human Services, healthcare, or other highly regulated industries.
  • Enterprise data governance and data quality initiatives.
  • AI prompt engineering and AI-assisted analytics.
  • Streamlit with Python for AI prompt catalog development.
  • Responsible AI governance and compliance.
  • Training and mentoring users with varying levels of technical expertise.
