Summary The Fire Marshal is an integral member of the Executive Command Staff and reports directly to the Fire Chief. This position leads, plans, directs, and participates in fire prevention, public education, and fire and arson investigation programs. The Fire Marshal develops and implements budgets, policies, procedures, and programs to effectively manage the Fire Marshal's Office.
Essential Functions Prepare a comprehensive fire prevention program, including recommending goals and objectives, developing policies and procedures, and participating in staffing plans and budget development. Implement comprehensive fire inspection and prevention programs, including assigning work activities, monitoring workflow, implementing policies and procedures, evaluating work products, and coordinating activities with other City departments and divisions. Prepare, develop, and manage the Fire Marshal's Office (FMO) budget.
Oversee division staffing, including recommending personnel appointments, evaluating employee performance, addressing performance deficiencies, and reviewing work schedules. Supervise assigned employees, including participating in staff selection, assigning work, monitoring workflow, reviewing work products, and evaluating employee performance. Track certifications and training for FMO staff, including developing plans to maintain required certifications.
Serve as the custodian of records, including the tracking and processing of Open Records requests. Prepare and update the City's fire and emergency codes, ordinances, and standards. Investigate fires, including determining origin, cause, and estimated loss.
Participate in prosecution activities, including collecting evidence, maintaining records, preparing court reports, and serving as an expert witness. Coordinate with juvenile officers, counselors, and parents regarding juveniles involved in fire-related incidents. Develop and maintain partnerships with other City of Lubbock departments and community stakeholders related to new development.
Perform related duties as assigned. Organizational Supervision: Responsible for full personnel management, including employee selection, discipline, grievance resolution, and formal performance evaluations for direct reports and all employees reporting through subordinate supervisors. Qualifications Bachelor's degree in Fire Science, Fire Administration, Public Administration, or a related field and a minimum of six (6) years of increasingly responsible experience in fire suppression, fire prevention, including at least two (3) years in a supervisory capacity in fire prevention; or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities to successfully perform the essential functions of the position.
