Description
Applications are now being accepted for a Right-of-Way (ROW) Professional: ROW Agent, Sr. ROW Agent, or ROW Appraisal Reviewer at Ada County Highway District in the Boise, Idaho area. Position and wages are dependent on DOE with a hiring range of $27.10 - $45.40, per hour, DOQ.

Primary Responsibilities:
  • The ROW Agent performs right of way work at a journeyman capacity, dealing with all aspects of the more complex right of way projects, including coordinating of right of way activities between ACHD and other agencies, preparing staff reports for commission, attending project development meetings, managing properties, and providing technical assistance to other staff. The Agent assists in the monitoring of the consultants, manages right of way portions of capital improvement projects, and reviews construction plans and project maps, and makes title examinations.
  • The Sr. ROW Agent monitors consultants, administers all Right of Way activities including right of way cost estimates, fair market value appraisal review and understanding, acquisition document preparation, negotiations, relocation assistance, condemnation preparation and involvement and oversees the property management. The Sr. Agent handles the more complex issues and may direct the work of support staff.
  • The Right-of-Way Appraisal Reviewer performs in a lead role and handles complex issues relating to appraisals and Estimates of Value; and right-of-way acquisition. May also assist in the monitoring and oversight of right-of-way consultants, particularly appraisal and relocation consultants. This position may require some evening and / or weekend work. May oversee the work of other division staff and direct the work of support staff; assist the division supervisor in reviewing various right of way activities and documents for compliance.

Qualifications:
  • ROW Agent: Must have 2-3 years direct experience in eminent domain purchase of right-of-way for a condemning authority with considerable knowledge of appraisal and negotiation principles, policies, procedures, and techniques, and title examination.
  • Sr. ROW Agent: Must have 3-5 years minimum right of way experience working for a condemning authority in all aspects of right of way work. SRWA is highly desirable. A Bachelor's degree is required; including course work in real estate law, appraisal, negotiation, engineering communications and real estate principles, is preferred or other real estate acquisition courses by accredited institutions. SRWA is highly desirable.
  • ROW Appraisal Reviewer: In addition to the Sr ROW Agent qualifications, must be a certified General Appraiser, preferably with a MAI designation and a have 4 years of real estate appraisal experience coupled with prior experience in right-of-way and property acquisition, considerable knowledge of property appraisal and appraisal review theory, principles and practices
  • Must have a valid Idaho Driver's license at start of employment.
  • Or, any equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be acceptable.
