JOB SUMMARY
The Director of Facilities Planning and Construction serves as the College's representative for capital projects and facility renovations, overseeing and coordinating planning, design, and construction activities from concept through completion. This role ensures projects are delivered efficiently, minimize disruption to campus operations, and align with institutional priorities, regulatory requirements, and stewardship of resources.

ESSENTIAL FUNCTIONS
  • Serve as the College's representative for capital projects, renovations, and remodel work
  • Manage projects from concept through design, construction, and closeout
  • Coordinate with architects, engineers, contractors, and consultants to ensure alignment with institutional standards
  • Develop and manage project scopes, schedules, and budgets
  • Oversee construction activities, including site visits, inspections, and quality assurance
  • Review contractor pay applications, change orders, and project documentation
  • Ensure compliance with procurement requirements and contract terms
  • Plan and manage renovation and remodel projects within occupied facilities, including phasing and minimizing disruption to campus operations
  • Coordinate with campus stakeholders to define project scope, timing, and operational impacts
  • Ensure compliance with applicable local, state, and federal regulations, including safety and accessibility requirements
  • Identify project risks and implement mitigation strategies
  • Provide regular project updates, reports, and presentations to administration
  • Collaborate with the Executive Director of Facilities to ensure alignment between project delivery and ongoing operations
  • Assist in development and execution of the College's capital improvement plan
  • Serve on committees as assigned
  • Other duties as assigned

Required Qualifications:
  • Minimum of seven (7) years of progressively responsible experience in construction management or capital project delivery
  • Demonstrated experience managing construction or renovation projects from concept through closeout
  • Experience working with architects, engineers, contractors, and regulatory agencies
  • Strong knowledge of construction contracts, project delivery methods, and project controls
  • Ability to manage multiple projects simultaneously while maintaining schedule and budget discipline
  • Excellent written and verbal communication skills
  • Valid Texas Driver's License with insurable driving record

Preferred Qualifications:
  • Bachelor's degree in Construction Management, Engineering, Architecture, or a related field
  • Experience in higher education, public sector, or institutional facilities environments
  • Professional certifications such as CCM, PMP, PE, RA, or LEED AP
  • Familiarity with Texas public procurement processes and regulatory requirements
  • Experience with capital planning, deferred maintenance programs, and campus master planning

WORK ENVIRONMENT

  • M-Th 8:00 a.m.- 5:00 p.m. F 8:00 a.m. - 12:00 p.m.
    • summer M-Th 7:30 a.m. - 5:30 pm
  • Periodic evening and weekend hours during peak periods (e.g., open enrollment, payroll)
  • Occasional travel (less than 10%)

  • Frequently moves between office environments and active construction sites
  • Ability to navigate construction sites, including climbing stairs, ladders, and uneven surfaces
  • Occasionally lifts or moves items up to 50 pounds
  • Ability to remain in a stationary position for extended periods while working at a computer
  • Frequent use of hands for computer and communication equipment
  • Must be able to communicate effectively and exchange accurate information
  • Ability to work in indoor and outdoor environments under varying weather conditions
  • Occasional travel for training, meetings, and project coordination

Salary Range: $95,835 - $127,797
