Job description

Every analytic judgment starts with collection, and every collection system has limits. As a Collection Manager supporting DIA, you'll sit at the point where customer intelligence needs meet real-world collection capability. You'll develop and validate requirements, evaluate whether multi-INT collection is actually answering the questions that matter, and tell the enterprise, with data, what's working, what isn't, and what to do about it. This position is contingent upon award of contract, business needs, security clearance verification, and funding availability.
Location: National Capital Region (NCR)
Work Schedule:
0600 and 1800 - 8 hours M-F
Essential Responsibilities:
  • Collaborate across the IC to understand customer intelligence needs and gaps, then develop and validate collection requirements to close them
  • Evaluate the efficiency and effectiveness of multi-INT collection against requirements using Measures of Effectiveness (MOEs), Measures of Performance (MOPs), and other criteria
  • Use statistical, algorithmic, mining, and visualization techniques to find and interpret ISR data sources
  • Manage large data sets, ensure data consistency, and produce visualizations and models that report findings clearly
  • Identify collection gaps, trends, and opportunities, and produce judgments and recommendations that refine collection strategy
  • Produce analyses and future collection scenario models for Collection Strategists, Intelligence Planners, and Collection Enterprise Architects

Minimum Requirements (Knowledge, Skills, and Abilities):
  • Active TS/SCI clearance
  • 8+ years of relevant collection management experience, with recent experience within the last 2 years
  • Bachelor's degree in a related field
  • Graduate of an in-residence DoD or IC collection management course
  • Proficiency conducting statistics and using statistical packages such as Matlab, SPSS, SAS, S-PLUS, or R

Security Clearance Required:
Active Top Secret/SCI security clearance
Minimum Education:
Bachelor's degree in a related field
Minimum Years of Experience:
8+ years of relevant collection management experience, with recent experience within the last 2 years
Preferred Qualifications:
  • Prior DIA or IC collection experience
  • Experience with ISR data visualization and modeling tools
  • Familiarity with collection posture across multiple INTs

The base salary range for this position is $110k to $140k. This range reflects the minimum and maximum target for new hire salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
