Job description

Our MPJV, CVTEK, is seeking a Lead Developer to direct the DevSecOps lifecycle and Agile sprint execution for a highly visible government business system. This is a hands-on leadership role that involves maintaining, troubleshooting, and modernizing legacy codebases while refactoring applications to facilitate data integration with new enterprise platforms. This position is contingent upon contract award.
Key Responsibilities:
  • Lead an Agile/Scrum development team utilizing required technology stacks including ColdFusion, HTML, JavaScript, CSS, and Microsoft SQL Server.
  • Perform conceptual design, detailed design, code, and unit testing of critical IT programs, writing optimized SQL statements to ensure relational database efficiency.
  • Implement Test-Driven Development (TDD) methodologies, maintaining traceability from user stories to automated unit, integration, functional, and security testing phases.
  • Drive the 10-phase DevSecOps lifecycle (Plan, Develop, Build, Test, Release, Deliver, Deploy, Operate, Monitor, Feedback) to push high-quality product releases.
  • Manage source code integrity and prepare formal CCB release packages, including rollback plans and Fortify security scans.
  • Ensure application integration with agency SSO/PKI authentication mechanisms, remediating critical and high-security findings prior to code submission.
  • Provide Tier III Help Desk support, diagnosing and resolving escalated software application failures within strict response SLAs, and creating incident resolution scripts.
  • Refactor applications to facilitate data integration and module decommissioning.
  • Contribute to overarching project management and sustainment tasks, including providing Agile development metrics for Monthly Status Reports, generating technical content for end-user training, and updating the System Administration Guide (SAG).

Requirements
Job Requirements
  • Location: Primary performance at the Contractor Site, with requirements to support classified/unclassified work at Government locations (Ft. Meade, MD).
  • Security Clearance: Must possess an active Secret security clearance (with IT-I eligibility) and the ability to successfully pass enterprise-level background suitability screening. U.S. Citizenship is required.
  • Experience: Demonstrated professional experience in a relevant IT engineering mission area.
  • Education: Bachelor's degree in Computer Science, Information Technology, Software Engineering, or a related technical discipline (equivalent professional experience may be considered)
  • Certifications: DoD 8570.01-M / 8140.01 compliant IAT Level II baseline certification (e.g., CompTIA Security+ CE, CCNA Security, or equivalent) as required by the agency.
