Job Description Oversee the administration and enforcement of applicable building codes and construction standards to ensure public safety and compliance with local, state, and federal regulations. Supervises building inspection staff, manages permitting and inspection activities, and provides technical guidance to contractors, developers, property owners, and the public. Requires five years' experience in a responsible, directly related construction position, such as a foreman, which required the ability to effectively read and interpret building plans and specifications; or five years' experience in an architect's or engineer's office performing building design or drafting duties; or graduated from a college or university with an associate degree in design or construction related subject; or graduated from a college or university with a bachelor's degree in architecture, engineering, fire science or building technology.

Kentucky Certified Building Inspector certification and a valid driver's license required. Additional ICC certifications in electrical, plumbing, mechanical, or fire inspection are preferred. Two or more years of supervisory experience preferred.

Description of Duties Direct and supervise the daily operations of the Building Code Department. Supervise, direct, and evaluate assigned staff by processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Possess capability to conduct internal investigations of employees in a fair and equitable manner.

Evaluate and prioritize department/division projects and workload; make work assignments based on needed equipment, manpower and budgets; monitor status of work in progress; and inspect completed work. Ensure departmental compliance with all applicable local, state, and federal codes, laws, rules, regulations, standards, policies, and procedures. Ensure consistent enforcement of adopted building, residential, electrical, plumbing, mechanical, energy, and accessibility codes.

Review construction plans and permit applications for code compliance. Coordinate and oversee inspections of residential, commercial, and industrial construction projects. Supervise, train, mentor, and evaluate building inspectors and departmental staff.

Interpret building codes and provide technical high level of knowledge of zoning ordinances specifically permitted and nonpermitted uses in various zoning designations. Assistance to contractors, architects, engineers, and property owners. Investigate complaints regarding structures, code violations, and construction defects.

Issue notices of violation, stop-work orders, and other enforcement actions as authorized. Maintain accurate inspection records, permits, reports, and departmental documentation. Prepare departmental budgets, reports, and performance metrics.

Recommend updates to local building ordinances and policies. Coordinate with planning, zoning, fire, public works, and other government agencies. Represent the department at public meetings, hearings, and community events.

Ensure excellent customer service while maintaining consistent code enforcement. Thorough knowledge of the International Building Code (IBC), International Residential Code (IRC), and related construction codes. Knowledge of zoning regulations and municipal permitting processes.

Ability to interpret construction plans, specifications, and engineering drawings. Strong leadership and personnel management skills. Excellent written and verbal communication skills.

Ability to make sound decisions and resolve conflicts professionally. Proficiency with permit tracking software and Microsoft Office applications. Strong organizational and project management abilities.

Perform related duties as required. Qualifications High school diploma or GED required. Principles and practices of conducting and documenting field investigations. Effective communication techniques required for gathering, evaluating, and transmitting information. Zoning and land use principles.

Legal actions applicable to code enforcement compliance. Principles and practices of customer service and public relations. Principles and procedures of recordkeeping and filing.

Methods and techniques used in the preparation of business correspondence and technical reports. Modern office procedures, methods, and equipment including computers and supporting word processing, database, and spreadsheet applications. Operating characteristics of communication devices including portable radios and wireless phones Occupational hazards and standard safety practices including personal safety practices when in confrontational encounters with the public.

Geographic features and locations within the areas served. Independently perform a full range of municipal code enforcement and compliance duties. Read, understand, interpret, apply, and explain applicable codes, ordinances, regulations, policies, and procedures related to assigned area.

Inspect and identify violations of applicable codes and ordinances. Enforce pertinent codes, ordinances, laws, and regulations with impartiality and efficiency. Respond to inquiries, complaints, and requests for services in a timely and tactful manner.

Work in potentially confrontational settings and use accepted and appropriate techniques to ensure employee safety. Defuse and react appropriately to potentially dangerous and confrontational encounters with the public. Research, compile, and collect data.

Prepare accurate and detailed documentation of investigation findings. Prepare and maintain a variety of correspondence, logs, records, and files. Prepare clear and concise technical reports.

Read and interpret legal documents and descriptions. Read maps. Make oral presentations and testify in court.

Work independently in the absence of supervision. Understand, interpret, and apply general and specific administrative and departmental policies and procedures. Operate and use modern office equipment including a computer and various software packages.

Operate communication devices including portable radios and wireless phones. Type and enter data accurately at a speed necessary for successful job performance. Demonstrate an awareness and appreciation of the cultural diversity of the community.

Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Combination of office and field work.

Frequent travel to construction sites. Exposure to varying weather conditions, uneven terrain, noise, dust, and construction hazards. Occasional lifting of up to 25 pounds and climbing ladders or stairs.

May be required to attend evening meetings or respond to emergency situations. Stand, walk, bend, climb, and inspect construction sites. Read construction plans and use measuring equipment.
