NATURE OF WORK
This position is responsible for the supervision of Code Compliance Officers regarding inspection and enforcement of municipal codes, regulations and ordinances. Employees in this classification are also responsible for conducting investigative, technical and administrative work in the enforcement of the municipal codes, regulations, and ordinances. This employee must exercise considerable independent judgment while applying excellent customer service skills to conduct investigative, technical and administrative work in the enforcement of the City Code of Ordinances, zoning code regulations, and property maintenance standards.
Employees in this classification receive, assign, and investigate complaints, proactively patrol assigned geographic zone(s), educate residents and business owners regarding code requirements and violations, review inspection reports, determine violations and prepare Notices of Violation. Work involves performing field inspections as well as interpreting technical legal provisions and administrative directives pertaining to code compliance, as well as providing support to the Code Compliance Officers. Working with diverse cultural and socioeconomic groups using tact, discretion, initiative and independent judgment within established guidelines. Duties require the use of judgment and tact in explaining regulations to property owners, businesses and attorneys. Supervision is received from the Assistant Code Compliance Manager and Code Compliance Manager, who provides guidance to achieve effective code enforcement and supervision of Code Compliance Officers. Work is reviewed through personal conferences, written reports, achievements of stated expectations and goals, and adherence to City and departmental practices and policies.
NOTE:
The work schedule for the Chief Code Compliance Officer is as follows:
  • Four (4) weekdays 9:00 AM - 5:00 PM or 10:00 AM - 6:00 PM
  • Saturday and/or Sunday 8:00 AM - 4:00 PM
  • Attendance at evening and weekend meetings and events, at the direction of the Assistant Code Compliance Manager and/or the Code Compliance Manager

ESSENTIAL JOB FUNCTIONS
  • Oversight and guidance to Code Compliance Officers in investigation, research, documentation and enforcement of City codes and ordinances
  • Monitor all Code Compliance Officers work performance, productivity, and responsiveness
  • Monitor progress of programs Code Compliance Officers are responsible for
  • Provides team guidance for the Code Division based on experience and judgment
  • Assist with training Code Compliance Officers
  • Assigns inspections and complaints to Code Compliance Officers
  • Initiates and performs proactive field investigations for non-compliance with or in violation of City codes and ordinances; performs verification and determination of the nature of the violation; prepares and serves notices to remove existing violations; writes Notices of Violation in cases of failure to remove a violation.
  • Performs field inspections for compliance with provisions of Florida Statute Chapter 205, Local Business Taxes
  • Provides superior customer service and correspondence with citizens who are in violation of city codes; explains actions required to comply with ordinances and provides remedial action alternatives.
  • Demonstrate a polite, helpful and courteous manner when engaged in any activity involving the public while demonstrating an understanding, consideration, and respect for cultural, religious and gender differences.
  • Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
  • Educates residents and business owners in code purposes and compliance procedures.

  • Presents case documentation and information, and testifies at the Code Compliance Special Magistrate hearings regarding case facts, conditions, findings and relevant code sections
  • Interacts and consults with a variety of individuals and groups in the performance of job responsibilities, including City personnel in various departments, City Attorney, county and state agencies, property owners, business owners, community groups and others
  • Work involves considerable public contact and requires the ability to deal with public relations issues in a professional, tactful and courteous manner
  • Ability for a flexible working schedule to allow for consistent supervisory coverage
  • Performs related work as required and assigned

Requirements
EDUCATION
  • Graduation from an accredited high school or possession of GED diploma
  • PROOF OF HIGHEST LEVEL OF COMPLETED EDUCATION MUST BE SUBMITTED AS AN ATTACHMENT WITH APPLICATION. (Applications without attached proof of education will not be processed for consideration.)

EXPERIENCE
  • Reasonable experience in code compliance and/or investigative experience or closely related experience required
  • Considerable customer service experience
  • Experience in the daily use of a computerized system required
  • Must possess previous customer service experience preferably performed in a public service environment
  • Proficiency with Microsoft Word is required; Basic knowledge of Excel preferred

NECESSARY SPECIAL QUALIFICATIONS
  • Florida Association of Code Enforcement (FACE) Certification in Fundamentals of Code Enforcement
  • Florida Association of Code Enforcement (FACE) Certification in Administrative Aspects of Code Enforcement preferred
  • Must possess a valid driver's license with an acceptable driving record or the ability to obtain a valid Florida driver's license prior to hire
  • Eligible candidates are required to pass a proficiency assessment in Microsoft Word

PHYSICAL REQUIREMENTS
  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public by telephone and personal contact

Upon retirement and separation from City employment, employee receives a monthly stipend of $350 per month, applicable toward retiree health coverage.

Retirement:

Annual Leave:
Annual leave may be taken as earned after completion of (90) calendar days. Maximum accumulation each fiscal year is 290 hours.
