Job Description:

The Manager, Trade Compliance, will be responsible for Trade Compliance matters and manage a team within the Mission Critical Communications (MCC) Sector of the Communications and Spectrum Dominance (CSD) segment. This role will support enforcement of trade compliance policies, processes, and procedures. Supervise and coordinate the activities of the trade compliance team to accomplish all assigned responsibilities. Coordinate with the Licensing, Operations & Training, and Customs & Traffic Directorates to ensure the development and execution of compliant business solutions. This includes but is not limited to advising on the interpretation of USG trade laws/regulations for export approvals, training content, and requirements for the appropriate action and required documentation for the physical export and/or import of all commodities.  This position must coordinate closely with other stakeholders in the pursuit of international sales opportunities.  This position reports directly to the MCC Director of Trade Compliance.

Essential Functions:

  • Supervise team of sector trade compliance professionals
  • Strong sense of accountability and responsibility
  • Strong interpersonal skills and effective oral communication skills
  • Support and maintain a collaborative, transparent and positive culture within the MCC sector.
  • Keen judgment, discretion, and ability to maintain confidential information.
  • Review and approve all DoS license applications for the business prior to submission
  • Review and approve ITAR exemptions and EAR exceptions
  • Coordinate product management and technical trade to ensure the sector is providing the USG with the necessary details related to our licensable products
  • Manage and track all DoS license approvals
  • Provide Trade Compliance guidance to other team members and the business
  • Provide recordkeeping of export licenses and provide budgetary numbers to accounting
  • Author DSP-5 Tech Data Letters for electronic exports
  • Review and approve all new consultants, distributors, representative agreements
  • Participating in Insider Threat Program Panel
  • Prepares, reviews, and manages export authorizations and records
  • Ability to work independently and perform duties with minimum supervision or direction while remaining a team player
  • Ability to obtain US Secret Security Clearance

Qualifications:

  • Bachelor's Degree with 9 years prior export/import trade compliance experience, Graduate Degree with 7 years prior experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Minimum 5 years of experience with International Traffic in Arms Regulation (ITAR) and the Export Administration Regulations (EAR)
  • Minimum 5 experience with U.S. trade sanctions program to include Office of Foreign Assets Control (OFAC)

In compliance with pay transparency requirements, the salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, and Vermont is $87,500 -  $162,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
