Job description

Code Enforcement Officer

JOB SUMMARY: This officer is responsible for the administering, enforcing, and maintaining public compliance with all City ordinances and State laws pertaining to but not limited to the general safety, health, and welfare of the City; Conduct inspections of residential and business communities within the City of Windcrest to insure compliance with City Ordinances. Perform related work as required; complete reports regarding violation notices issued and expected compliance dates and assignments and related work as required. Exercise expedient and effective efforts to remedy code violations which are observed or reported, thereby maintaining the proper image of the City of Windcrest to the general public and other regulatory agencies with which the City of Windcrest share regulatory authority, work with other City departments on ordinance issues.

JOB DUTIES/ESSENTIAL JOB FUNCTIONS:

1. Patrol the City of Windcrest so as to identify code violations and if possible, take immediate action to remedy the violation through public contact.

2. Be self-motivated in order to promote code compliance through pro-active actions.

3. Arrive to work on time; or at other designated locations when instructed to do so.

4. Follow-up on all code violations in the most expedient and effective manner, to include those which are personally observed, reported by police officers, other department employees and the general public.

5. Coordinate with the Court Clerk and file the necessary complaints for cases to be heard in the City of Windcrest municipal Court.

6. Attend all courts as scheduled or requested. Prepare all appropriate cases for prosecution with the prosecutor.

7. Verbally articulate testimony in court.

8. Obtain and execute Search Warrants as allowed in the Code of Criminal Procedures for the purpose of health, fire, and safety violations.

9. Work with other state agencies in dealing with health violations pertaining to homes and their residents.

10. Conduct accurate, thorough, and complete investigations.

11. Take photographs for documentation, training, and court proceedings.

12. Strive to maintain the best public relations with those citizens who may have to be contacted for violations of City Codes.

13. Maintain clean, proper clothing, and personal hygiene.

14. Maintain and update manual files where prescribed.

15. Maintain and update a daily record of activities.

16. Maintain and update a computerized record of all observed and reported violations, as well as any enforcement activity taken to maintain compliance.

17. Develop, recommend and utilize methods for work improvement.

18. Issue Municipal Court Citations as a last resort to repeat offenders of City Codes.

19. Effective communication skills.

20. Maintain a composed, helpful attitude and demonstrate professionalism in all circumstances, including verbal abuse, criticism and any other adverse conditions.

21. Possess the ability to peacefully diffuse arguments between neighbors.

22. Work with citizens who due to health or financial issues cannot abate a violation by providing them with assistance and options.

23. Educate the public as to the importance of following City Codes.

24. Remain knowledgeable in Windcrest City Codes and neighboring City codes in order to correctly evaluate, investigate and resolve citizen complaints.

25. Be familiar with other City functions in order to gather information or direct a citizen to the right department.

26. Utilize available resources (code books, internet, and other professionals) properly for information gathering.

27. Work in all weather conditions, inside and outside, in light and or dark.

28. Drive safely under adverse conditions, e.g. rain, snow, sleet, ice, dark, etc.

29. Operate a motor vehicle for extended periods of time.

30. Fuel and service City issued vehicle.

31. Use and maintain City equipment safely and properly e.g. operate vehicle in alleyways and green belts.

32. Work in hazardous conditions due to health violations or unsafe structures.

33. Observe gruesome sights of poor living conditions and neglected senior citizens and children without losing composure.

34. Work any day of the week, any hour of the day, and extra assignments as needed.

35. Immediately comprehend and execute orders from a supervisor in emergency situations.

36. Recognize the need for supervisory intervention and seek it when needed; keep supervisor informed of relevant activity.

37. Follow through on assignments in a timely manner.

38. Take on added responsibilities and duties as required with enthusiasm and a positive outlook.

39. Communicate effectively via radio, telephone and in person with citizens and coworkers, including persons of diverse background, without bias or prejudice.

40. Work with abusive and irate citizens by using tact and diplomacy.

41. Make ethical decisions, and judgment calls, without supervision that conform to applicable laws when appropriate.

42. Complete all reports and paperwork promptly, legibly and accurately.

43. Prepare articles concerning progress, issues, and other related items to Code Enforcement for the local newsletter.

44. Investigate complaints of dangerous or hazardous conditions.

45. Maintain records and prepare reports as required.

46. Oversee inventory control and care and maintenance of equipment.

OTHER JOB FUNCTIONS:

1. Assist in the inspection of buildings and structures under construction, or alteration to ensure compliance with requirements for safe construction, fire safety, and life safety practices.

2. Assist in the performance of inspections of mechanical installations to ensure they conform to safety standards, laws, and city ordinances when requested.

3. Assist in the performance of inspections for Certificates of Occupancy for local new business to ensure that all applicable codes are met prior to operation to ensure the safety of tenants, customers, and the general public when requested.

4. Attend continuing education courses annually to maintain certification and to keep current on practices and procedures as a Code Enforcement Officer (Texas Department of Health).

5. Other duties as assigned.
