Job description
Core4ce is seeking an experienced Clinical Terminologist to support the Integrated Healthcare Transformation (IHT) initiative within the Veterans Health Administration (VHA). The Clinical Terminologist will serve as a subject matter expert in healthcare terminology, semantic interoperability, and clinical informatics, supporting the development and maintenance of standardized clinical data models and terminology mappings. This role requires a strong clinical background combined with deep expertise in terminology standards, ontology development, metadata management, and healthcare interoperability frameworks. The successful candidate will help ensure that clinical and benefits-related information is accurately represented, exchanged, and utilized across enterprise healthcare systems.
Key Responsibilities
- Develop, maintain, and optimize clinical terminology mappings and information models that support interoperability across healthcare systems and applications.
- Map clinical and benefits-related concepts to industry-standard terminologies, including SNOMED CT, LOINC, RxNorm, FHIR, and other standards based on specific use cases and business requirements.
- Design and maintain semantic infrastructure components, including metadata repositories, ontology models, controlled vocabularies, and terminology services.
- Develop and manage domain-specific value sets, ensuring alignment with evolving clinical terminology standards and organizational requirements.
- Monitor, evaluate, and implement updates to terminology standards and ensure appropriate incorporation into enterprise terminology management processes.
- Collaborate with clinicians, informaticians, business stakeholders, and technical teams to define, model, and standardize healthcare data elements.
- Support healthcare interoperability initiatives by ensuring consistent semantic representation across clinical systems, applications, and data exchanges.
- Utilize terminology management tools to perform concept mapping, value set management, terminology maintenance, and semantic analysis.
- Analyze clinical workflows, business processes, and use cases to identify terminology requirements and develop appropriate semantic solutions.
- Participate in data governance and terminology governance activities to ensure compliance with enterprise standards and best practices.
- Provide expertise in ontology development, metadata management, and semantic modeling to support healthcare modernization efforts.
- Develop documentation, standards, procedures, and implementation guidance related to terminology management and interoperability.
- Support quality assurance activities by validating terminology mappings, data definitions, and semantic models.
- Collaborate with interdisciplinary teams, including physicians, nurses, pharmacists, disability specialists, allied health professionals, and benefits personnel, to ensure accurate representation of clinical and business concepts.
*This position is designed to be flexible, with responsibilities evolving to meet business needs and enable individual growth.
Required Qualifications
- Must be able to obtain and maintain a Public Trust clearance.
- Master's degree in Informatics, Computer Science, Health Informatics, Clinical Informatics, or a related field.

- Strong understanding of healthcare data standards, interoperability frameworks, and clinical information systems.
- Experience supporting semantic interoperability initiatives across complex healthcare environments.
- Excellent analytical, problem-solving, communication, and stakeholder engagement skills.
- Ability to translate complex clinical and technical concepts into standardized terminology models and data structures.
Preferred Qualifications
- Experience supporting Veterans Health Administration (VHA), Department of Veterans Affairs (VA), or other federal healthcare organizations.
- Experience with disability-related terminology and benefits data standards.
- Knowledge of healthcare data governance, master data management, and enterprise information architecture.
