Job description

We are currently looking for a Proposal Solutions Architect for a 100% remote position supporting federal growth initiatives within the Defense Health Agency (DHA) and the broader Military Health System (MHS). This role serves as a lead technical solutioning and proposal partner responsible for shaping mission-aligned, compliant, and customer-focused proposal responses supporting DHA priorities such as readiness, continuity of care, interoperability, and reduced provider burden. The selected candidate will collaborate closely with Account Executives, Capture teams, Proposal Managers, and technical SMEs to translate complex healthcare IT and enterprise solutions into clear, operationally grounded proposals that resonate with DHA evaluators and decision-makers.
The candidate must reside within the continental US.
Responsibilities:
  • Lead the development of technical and management proposal content supporting DHA, VA, and other federal healthcare opportunities.
  • Develop technical approaches, management and staffing plans, executive summaries, and mission-aligned past performance narratives.
  • Partner with Business Development and Capture teams to design customer-centric solutions aligned with DHA operational priorities and mission objectives.
  • Conduct structured SME interviews with engineering, clinical IT, security, and operations teams to gather and validate proposal content.
  • Translate complex technical architectures, cloud environments, DevSecOps models, interoperability frameworks, and health data platforms into evaluator-friendly narratives.
  • Analyze solicitations and DHA requirements to support opportunity shaping, technical strategy development, and mission-focused win themes.
  • Coordinate closely with proposal managers, volume leads, and graphic designers to ensure technical content is visually clear and operationally relevant.
  • Participate in proposal kickoffs, color team reviews, and status meetings to support disciplined proposal execution under federal deadlines.
  • Support proposal development activities across all phases to ensure compliant, compelling, and timely submissions.
  • Contribute to various projects and initiatives as assigned, demonstrating adaptability and a collaborative mindset.

Requirements:
  • Bachelor's degree in Computer Science, Engineering, MIS, Business, or a related technical discipline.
  • 10+ years of experience across IT, systems engineering, software development, infrastructure, or enterprise technology environments.
  • 5+ years of experience supporting federal proposal development and technical solutioning efforts.
  • Strong ability to translate technical concepts into evaluator-ready narratives for federal healthcare and defense customers.
  • Working knowledge of modern IT infrastructure, cloud environments, Agile methodologies, and DevSecOps delivery models.
  • Understanding of enterprise healthcare IT ecosystems and interoperability concepts.
  • Experience collaborating on technical graphics including architectures, workflows, and data flow diagrams.
  • Excellent written and verbal communication skills with strong attention to detail.
  • Proven collaboration and relationship-building skills across cross-functional capture and proposal teams.

Additional Qualifications:
  • Familiarity with Shipley-based capture and proposal methodologies.
  • Experience supporting Agile and SAFe software delivery environments.
  • Prior experience supporting DHA, VA, or other federal healthcare agencies.
  • Exposure to healthcare interoperability, cloud modernization, enterprise architecture, or longitudinal health record initiatives.
  • Ability to obtain and maintain a government clearance.

  • Must be eligible to obtain and maintain a Government clearance.
