Project Manager The Project Manager (PM) is the leader of a construction project and will be establishing project controls for successful execution and delivery of the project.

Responsible for day-to-day management of project team, establishes plans, sees through coordination activities, and effectively communicates with all project stakeholders. Responsible for ensuring all activities related to projects are executed according to GSA, customer, and related external requirements and regulations. Located at the Office of program and Project Management in the Atlanta GA office.

Handles all aspects of a project - finance, design, acquisition, procurement, construction, relocation, close out. The Project Manager's (PM) responsibilities include the following: Monitor the D/B contractor's performance relative to safety, quality, cost, schedule and contract compliance. Coordinate the development of the project management plan and related documents.

Provide status information in appropriate format to GSA senior leadership, as requested. Ensure Request for Information (RFIs) are generally answered within 7 days. Prepare NCNs (Non-Conformance Notification) for those aspects of work, which do not confirm to the requirements of the construction contact document.

Hold weekly project meetings with CMa/GSA members, D/B contractor, and Other government contractors (OGCs). Review contract modifications/change orders prior to negotiation; and attend critical negotiations. Ensure contract changes are finalized.

Coordinate D/B contractors' request for any building systems shutdown and provide assistance in obtaining site-related permits. Ensure customer and stakeholders are informed of the status, budget and any issues or concerns, along with remedial or mitigating actions, relating to the project. Assist GSA staff in the formulation of lessons learned; provide claims services when and as required by the government for specific projects; review disputes and claims from the A/E and/or construction contractor(s) and render assistance the government may require.

Manage project design and/or construction efforts, to include schedule, funding, and day-to-day project oversight. Manage and evaluate construction contractor performance. Integrate and coordinate projects with field personnel.

Evaluate, validate, and manage project change requests. Provide official weekly project status reports. Prepare and distribute project communication with customers, management, integrated project teams, and stakeholders Assist the client's Contracting Officer (CO) and Contracting Officer's Technical Representative (COTR) with acquisition planning, execution and administration Assist the CO and COTR with conducting pre-bid and pre-construction site visits with the COTR Provide invoice supporting information to the COTR for payment Prepare and monitor project schedules and budgets; provide technical guidance and assistance on contracting and construction-related issues; direct design efforts; recommend construction documents for approval; and provide oversight of any follow-on maintenance programs Optimize performance, cost, and schedule by ensuring project objectives are achieved on schedule and at the lowest cost compatible with user requirements The Project Manager (PM) is responsible for the oversight of all construction efforts for the project site.

Under limited supervision and general direction, this position independently applies advanced techniques to complex assignments. Viewed as a fully competent, experienced professional in the construction field. Supports other Project Managers as needed and is prepared to perform most all the tasks.

The Project Manager (PM) also develops solutions to unanticipated construction problems or existing conditions encountered in the field to prevent schedule delays. Review contractor submittals for contract conformance, monitor construction schedule progress, and proactively anticipates and resolves potential issues to mitigate cost, quality, or schedule impacts. The Project Manager (PM) is the eyes of the daily activities and issues as they occur in real time, providing the detailed information for decision makers to resolve any conflicts or situations as they arise to avoid schedule or cost impacts.

The other primary function of the Project Manager (PM) is to ensure the D/B contractor implements an effective QC program and uses the provisions daily to control the quality of the work. Reviewing contract deliverables and submittals for conformance and perform daily inspections to verify all work is in strict compliance with the contract, and request correction of any deficiencies in the QA/QC system. Develop a construction QA plan for each definable feature of work (DFOW) including inspection, testing, and reporting procedures, as well as plans for monitoring corrective actions taken by D/B contractors.

Prepare daily written QA reports recording all discussion with Contractor Quality Control (CQC) staff as well as deficiencies. QA reports will be completed and submitted within 48 hours. Participate in the pre-construction preparatory meetings for each construction work item requiring such by the QA/QC plan.

Monitor QC inspection and testing activities performed by the D/B contractor.Minimum Educational Qualifications: BS Degree in applicable major OR equivalent combination of education and experience (BS degree = 8 years applicable experience) Proven ability as the project manager of a technical aspect of commercial or Government interior design or construction projects Suite and Project software package, outstanding customer service skills, strong Interpersonal relationships.
