Description

The Program Manager is a position that requires the employee to function independently, showing considerable amounts of initiative, judgment, and leadership with a commitment to the mission of the agency and furthering that mission in the community.ย  The Program Manager is also responsible for the quality of the services provided, for maintaining strong relationships in the community, and serves as a good financial steward for the agency to support the fiscal health of the program(s).ย  The Program Manager reports directly to the Program Director and directly supervises staff in the assigned program/services.ย ย 

ESSENTIAL FUNCTIONS:ย 

  1. Provides direct, day-to-day supervision and performance management of the assigned Program staff to include interviewing and hiring, coaching and performance management in accordance with BestCare policies and procedures and all State and Federal employment laws;ย 
  2. Ensures that respectful and compassionate treatment is provided to all clients who enter the programs;ย 
  3. Ensures that proper policies and procedures that protect the health, safety, and confidentiality of clients are developed and implemented;ย 
  4. Works closely with the Program Director to identify opportunities to provide innovative and high-quality services to the community;ย 
  5. Ensures that the clinical practices of the program meet best practice standards for the field, including ensuring that clinical supervision is occurring at or above the minimum requirements of the Oregon Administrative Rules;ย 
  6. Actively improves the quality of the program through participation in the Quality Management process; participates in the Quality Management Committee as well as the internal Safety Committee;ย 
  7. Provides or makes available on-going training for counseling staff and ensures that clinical staff maintain and/or obtain state certification required for their positions;ย 
  8. Works closely with other staff as a member of a treatment team, ensuring healthy, supportive, and highly collaborative staff-to-staff and staff-to-client relationships;ย 
  9. Provides direct clinical services as is necessary for the efficient functioning of the program;ย 
  10. Ensures that documentation in client files is timely, complete, reflects clinical best practices, and meets State and BestCare standards;ย 
  11. Maintains strong relationships with community partners, developing collaborative relationships whenever possible;ย 
  12. Tracks expenses and revenues are managed effectively, and ensuring that resources for the program are used efficiently to further the mission of the agency;ย 
  13. Ensures productivity of clinical staff meets minimum 50% direct services provided/billable;ย 
  14. Works collaboratively with the front office staff and their immediate supervisor to ensure that proper and efficient administrative and clerical practices are followed;ย 
  15. Other related duties as assigned.ย

  7. Ensures that any required certifications and/or licenses are kept current and renewed timely;ย 
  8. Works independently and collaboratively as a positive member of the BestCare team;ย 
  9. Performs other organizational duties as assigned.ย 

Requirements

QUALIFICATIONS:ย 

EDUCATION AND/OR EXPERIENCE:ย 

  • Education and/or work experience as follows:ย 
  • A Bachelor's degree in a relevant field and three (3) years of paid, full-time SUD experience with at least one year in a successful administrative/supervisory capacity; orย 
  • Assoc. degree in relevant field + four (4) years of paid, full-time SUD experience with at least 1 year in a successful administrative/supervisory capacity; or ย 
  • HSD (or equivalent) plus five (5) years of paid, full-time SUD experience in the field of substance use disorders and withdrawal management, with at least one year in a successful administrative, supervisory capacityย 
  • For individuals recovering from a substance-use disorder, must have maintained continuous abstinence/sobriety for the previous two (2) years.ย 

LICENSES AND CERTIFICATIONS:ย 

  • CADC-II required for SUD programs, QMHA-II for MH programsย 
  • Must maintain a valid Oregon Driver License or ability to obtain one upon hire, and be insurable under the organization's auto liability coverage policy (minimum 21 years of age and with no Type A violations in the past 3 years, or three (3) or more Type B violations) and must have a reliable vehicle with adequate insurance to travel as needed.ย 

PREFERRED:ย 

  • Bachelor's degree in relevant field + 3 years of paid, full-time SUD/MH/BH exper with at least one year in a paid administrative/supervisory capacityย 
  • Bilingual in English/Spanish a plusย 

REQUIRED COMPETENCIES: ย Must have demonstrated competency or ability to attain competency for each of the following within a reasonable period: ย 

  • Knowledge and experience that demonstrates effective program planning and budgeting, fiscal management, supervision/performance assessment/performance management of program staff, data collection/use, reporting, program evaluation, quality assurance, and developing and coordinating community resources;ย 
  • Meet the standards laid out in the Oregon Administrative Rule (415-050) for clinical supervisor:ย  Knowledge and experience demonstrating competence in leadership, wellness, oversight and evaluation of services, staff development, stabilization and care coordination planning, case management and coordination, utilization of community resources, group, family and patient therapy or counseling, documentation and rationale for services to promote intended outcomes and implementation of all provider policies;ย 
  • Ability to build and lead positive, collaborative, and high-performing teams;ย 
  • High proficiency in MS Office 365 (Word, Excel, Outlook), EHR databases, virtual meeting platforms, internet, and ability to learn new or updated software;ย 
  • Ability to develop and maintain community resources and relationships;ย 
  • Ability to network with all resources to provide the best customer service;ย 
  • Strong interpersonal and customer service skills;ย 
  • Strong communication skills (oral and written);ย 
  • Strong organizational skills and attention to detail, accuracy, and follow-through;ย 
  • Excellent time management skills with a proven ability to meet deadlines;ย 
  • Critical thinking skillsย 
  • Ability to maintain strict confidence as required by HIPAA, 42 CFR, and Oregon Statutes;ย
