Law Enforcement (LE) Specialist

The Law Enforcement Specialist (LE) provides Law Enforcement action officer support to Naval Criminal Investigative Service (NCIS) Information Management Enterprise Services Architecture/Threat Screening and Vetting (IMESA/TSV) activities and the Counterintelligence & Security Directorate.

Responsibilities
  • Provide Law Enforcement action officer support to the Counterintelligence & Security Directorate.
  • Support the review, analysis, development and implementation of the NCIS Multiple Threat Alert Center (MTAC) function for the DoD in managing known or suspected terrorist encounter information, to include IMESA.
  • Provide recommendations to support the DoD physical security program, personnel security program, insider threat program and maintenance of law and order on DoD installations.
  • Prepare and provide regular written and verbal updates to MTAC leadership.
  • Attend weekly meetings as required and prepare meeting summary reports.
  • Other duties as assigned.
Qualifications
  • Active Top Secret/Sensitive Compartmented Information (SCI) clearance eligibility.
  • Bachelor's degree from an accredited college or university.
  • Five (5) years of demonstrated experience in DoD, Military Department or counterterrorism matters.
  • Five (5) years of experience using LE and Intelligence Community (IC) databases to assess derogatory information on DoD affiliated and local population persons.
  • Five (5) years of experience using web applications to review and recommend action on the Terrorist Screening Database Alerts and to determine if the alert will be pushed to the appropriate law enforcement agency.
Preferred Qualifications
  • Prior NCIS, IMESA, TSV, or TSDB experience.
  • Familiarity with DoD/Intelligence Community (IC) quality and compliance frameworks.
Knowledge, Skills and Abilities
  • Ability to operate in secure, highโ€‘sensitivity environments.
  • Expert knowledge of IMESA/TSV mission operations, including counterterrorism/law enforcement/security policy support and daily TSV execution.
  • TSDB alert adjudication experience, including review/recommendation actions and workflow familiarity.
  • Proficiency using Law Enforcement & Intelligence Community databases to assess derogatory information and support screening/vetting decisions.
  • Ability to coordinate across interagency partners (NCIS, Major Case Investigative Organizations (MCIOs), Federal Bureau of Investigation Terrorist Screening Center (FBI TSC), Defense Manpower Data Center (DMDC)) on TSDB alert development/monitoring issues.
  • Strong written and verbal communication skills (reports, metrics, briefings, meeting summaries).
  • Demonstrated capability to manage taskings, prioritize workload, and ensure quality control in a highโ€‘tempo operational setting.
  • Ability to provide advisory support on DoD physical security, personnel security, and insider threat program matters.
  • Ability to support metricsโ€‘driven reporting and auditโ€‘ready documentation consistent with mission requirements.
  • Ability to travel Outside of the Continental United States (OCONUS), within the Continental United States (CONUS), and within the NCR.
