Job description

Job Overview:
APTIM currently has an opening for an experienced Senior Capture Manager for the Remediation and Technical Solutions (RTS) sector Strategic Business Unit. The Senior Capture Manager will primarily focus on large Federal Government pursuits. The successful candidate will identify, qualify, and lead the development of strategic opportunities to increase sales across our chosen end markets.
Key Responsibilities / Accountabilities:
  • Lead capture management for strategic, high-value opportunities aligned with APTIM's Remediation & Technical Solutions growth strategy.
  • Develop and execute comprehensive capture plans, win strategies, and customer engagement plans.
  • Identify, qualify, and shape opportunities early in the acquisition lifecycle to increase probability of win.
  • Conduct detailed competitive intelligence, customer analysis, and procurement forecasting.
  • Establish and maintain relationships with key federal agency stakeholders and industry partners.
  • Lead teaming strategy development, partner identification, and negotiation of teaming agreements.
  • Coordinate with operations, technical SMEs, pricing, and proposal teams to develop differentiated technical and management approaches.
  • Present capture strategies, opportunity updates, and gate review briefings to senior leadership.
  • Manage the pursuit lifecycle from opportunity identification through proposal submission and contract award.
  • Ensure accurate tracking of opportunities within APTIM's CRM (Salesforce) and pipeline management processes.
  • Support post-award debriefs, lessons learned reviews, and refinement of capture strategies for future pursuits.

Basic Requirements:
  • Bachelor's degree in business, engineering, environmental science, construction management, or a related field.
  • Preferred: Master's degree in business administration (MBA), engineering, environmental science, public policy, or a related field
  • Preferred: Professional certifications such as APMP (Association of Proposal Management Professionals), PMP (Project Management Professional), or Shipley Capture Management training.
  • Direct experience leading captures for large IDIQ, MATOC, GWAC, or multi-award contract vehicles exceeding $100M in total contract value.
  • Prior experience supporting or leading captures within environmental remediation, environmental compliance, munitions response, site restoration, infrastructure resilience, or disaster recovery programs.
  • Existing relationships with key federal agencies such as USACE, NAVFAC, DOE, EPA, FEMA, or other relevant federal agencies.
  • Demonstrated ability to successfully shape opportunities pre-solicitation through early client engagement and strategic positioning.
  • Experience managing multi-disciplinary capture teams across engineering, environmental, construction, and technical service domains.
  • Strong understanding of price-to-win analysis, competitive assessment, and solution shaping.
  • Experience developing strategic partnerships, joint ventures, and subcontractor teaming arrangements for large federal pursuits.
  • Familiarity with federal environmental contracting vehicles and agency-specific procurement strategies.
  • Experience supporting or leading large proposal efforts ($10M to $50M pursuits) through proposal development, color team reviews, and final submission.
  • Ability to mentor junior capture managers or business development staff and contribute to improving capture processes and tools.
  • Familiarity with pipeline management, CRM systems (Salesforce), and business development analytics to support forecasting and reporting.
  • 10+ years of experience in federal government contracting, business development, or capture management.
  • Ability to travel as required to support customer engagement and capture activities.
  • U.S. citizenship and ability to obtain or maintain security clearance if required.

As of the date of this posting, a good faith estimate of the current pay range for this position is $160K to $210K. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
