Job Description The City of Renton is seeking a skilled and motivated engineering professional to serve as a FOG Inspector within the Wastewater Utility Engineering Division. This position plays a key role in administering the City's Fats, Oils, and Grease (FOG) Source Control Program through on-site field inspections of commercial food facilities, technical plan review of grease interceptors, educating business owners and kitchen staff on proper grease handling and pre-treatment best practices before disposal, and maintaining compliance data in the City's GIS and tracking systems. The ideal candidate blends sound technical judgment with strong interpersonal skills to build cooperative community relationships and protect Renton's wastewater collection infrastructure.

Annual Salary Engineering Specialist 1: $76,092.00 - $92,724.00 Annually Annual Salary Engineering Specialist 2: $88,188.00 - $107,448.00 Annually Annual Salary Engineering Specialist 3: $97,368.00 - $118,692.00 Annually ESSENTIAL FUNCTIONS FOR ENGINEERING SPECIALIST 1: Research issues and provide technical information; communicate with engineers and other specialists, contractors, vendors, suppliers, and City personnel to coordinate work activities and projects. Assist with the review of architectural and engineering plans and drawings for small construction projects within the City to assure compliance with City ordinances and policies; indicate deficiencies with corrective action guidelines. Compile information and assist Civil Engineers and II/III level Engineering Specialists as requested

Prepare, review, and maintain a variety of office and engineering records, reports, maps, and as-built drawings related to civil engineering operations and activities; update and file maps and plans. Prepare and review legal descriptions for ordinances, petitions, annexations, deeds, easements, and related activities. Review and respond to public requests and complaints regarding assigned areas and engineering-related matters.

Answer technical questions and resolve issues and concerns with the public, contractors, and outside agencies. Provide preliminary plan review and permit processing information from predesign through construction for small projects. Visit proposed sites as needed to evaluate on-site and off-site conditions, such as drainage and traffic issues for proposed developments.

Assist with the review and approval process of construction cost estimates to establish permit fees, performance bond amounts, maintenance bond amounts, and fees-in-lieu of construction amounts. In support of the Transportation Operations section only, operate automated computer-aided drafting (CAD) software and hardware; operate manual drafting machine, tools and equipment using modern principles and techniques. ESSENTIAL FUNCTIONS FOR ENGINEERING SPECIALIST 2: Perform a variety of independent and specialized activities related to assigned area of engineering studies and capital improvement projects. Design and/or review engineering plans for various economic development, utility, or transportation projects to assure compliance and compatibility with existing systems and applicable codes, standards, specifications, and practices. Occasionally manage small-scale private development or capital improvement projects; which may include preparing bid documents, drafting RFP/RFQ documents, pay estimates, processing change orders and federal reimbursement requests; approving plan changes, answering technical questions, and resolving issues and concerns with the public, contractors, and outside agencies.

Organize pre-construction meetings with developers, contractors, and City personnel; establish guidelines and special conditions for construction projects within limits of codes and regulations; direct interagency coordination of contracts; monitor contractors and developers for work projects in progress. Establish and maintain project files to include plans, specifications, correspondence, and financial information. Assist in the maintenance and updating of comprehensive utilities plans; evaluate projected utility and transportation needs of future development to assure infrastructure will be able to accommodate City growth.

Review and respond to public requests and complaints regarding assigned areas and engineering-related matters; assist the public by reviewing plans and communicating issues relevant to plans and applications; investigate issues involved and recommend appropriate corrective action. Secure required legal easements and restrictive covenants; analyze cost estimates and determine permit fees; establish and collect permit bond for work in City right-of-ways. Participate in technical plan reviews and the review of land applications as assigned; assist in analysis of designs and drawings to assure compliance with City codes and policies; perform field inspections to assure compliance with project specifications and City codes.

Acquire right-of-ways, easements, restrictive covenants, and rights of entry; submit required documents and records to the City Clerk. Issue permits for off/on site improvements and review construction schedules and project management submittals, review engineering cost estimates for large project developments.

In support of the Transportation Operations section only, operate automated computer-aided drafting (CAD) software and hardware; operate survey level, graphics equipment and manual drafting machine, tools and equipment using modern principles and techniques; update City maps for departments, agencies, developers, and the public. ESSENTIAL FUNCTIONS FOR ENGINEERING SPECIALIST 3: Perform a variety of complex and independent duties involved in the management of departmental programs, large-scale engineering studies and capital improvement projects. Design and/or review engineering plans for various economic development, utility, or transportation projects to assure compliance and compatibility with existing systems and applicable codes, standards, specifications, and practices.

Plan and assist in implementing projects and programs within City departments or with the assistance of outside consultants, and coordinate activities with City departments, personnel, and outside agencies. Conduct studies and research to gather data from various sources in order to establish scope of study and to propose appropriate action alternatives; determine funding sources availability, including agency grants, City funds and Local Improvement District (LID) funds. Provide leadership and project review for complex private development projects; prepare bid documents, pay estimates, change orders and federal reimbursement requests for engineering projects; approve plan changes, answer technical questions, and resolve issues and concerns with the public, contractors, and outside agencies.

Review engineering plans and SEPA submittals to assure compatibility with existing systems and with the City's standards and comprehensive plan; assist in the maintenance and updating of comprehensive plans. Prepare construction plans and specifications for projects using standard design criteria as required; perform calculations for alignment surveys, right-of-ways, easements, quantities of materials required and cost estimates; assure plans comply with environmental requirements and standards. Develop and advertise for bids; organize pre-construction meetings with developers, contractors, and City personnel; preside over and moderate meetings; coordinate the bid opening and contract awarding process; establish guidelines and special conditions for construction projects; direct interagency coordination of contracts.

Issue permits for off/on site improvements and review construction schedules and project management submittals, and review engineering cost estimates for project development. Manage projects through construction phases to completion; monitor contractors and developers with projects in progress to assure compliance with project specifications and applicable laws and codes. Review requests for deferrals and variances to plans and projects and present recommendations to the Decision Authority; review project cost estimates and calculate bonding requirements; review City codes, ordinances, policies, and procedures to Decision Authority actions.

Review and respond to public requests and complaints; investigate issues involved and recommend appropriate corrective action. Acquire right-of-ways, easements, restrictive covenants, and rights of entry; meet with the public on related issues and negotiate costs; submit required documents and records to the City Clerk. Prepare and maintain a variety of office and engineering records and reports related to civil engineering projects, activities and departmental programs; assist in the preparation and update of annual reports and budgets; assure project costs are within budgets; prepare and file expenditures and progress reports.

Review and approve construction cost estimates to establish permit fees, performance bond amounts, maintenance bond amounts, and fees-in-lieu of construction amounts. Review, process, and record final plats and short plats. Prepare and maintain financial records used to verify accuracy of billing invoices received from consultants and contractors; update status of project budgets; recommend the processing of invoices for payment within established timelines.

In support of the Transportation Operations section only, operate automated computer-aided drafting (CAD) software and hardware; operate survey level, graphics equipment and manual drafting machine, tools and equipment using modern principles and techniques; update City maps for departments, agencies, developers, and the public. In support of the Surface Water Engineering section only, conduct site inspections at public and private institutional, commercial and industrial properties with pollutant generating activities.
