PROFILE DESCRIPTION

Leads civil engineering activities supporting Transmission, Substation, and Relay projects, providing team leadership and overseeing consultant resources. Partners with internal and external stakeholders to deliver safe, compliant, and cost-effective projects on schedule and within budget while ensuring engineering quality and effective risk management.

JOB SUMMARY

The Supervisor, Civil Engineering leads the civil engineering function supporting Transmission, Substation, and Relay Engineering and Projects. This role provides technical and people leadership to civil engineering staff while managing consultant and contractor resources to support the planning, design, permitting, and execution of capital projects. Coordinates and partners closely with Engineering, Environmental Services, Land Management, Regulatory Affairs, Operations, Construction, consultants, contractors, and external agencies to ensure projects are planned, designed, permitted, and delivered safely, efficiently, on schedule, within budget, and in compliance with applicable regulations, company standards, and industry best practices. The role is accountable for civil engineering quality, resource allocation, risk management, and continuous improvement initiatives that support the reliable and cost-effective development of utility infrastructure.

JOB RESPONSIBILITIES

  1. Lead and supervise civil engineers, designers, engineers-in-training, interns, consultants, and contracted engineering resources supporting transmission and substation projects.
  2. Manage employee onboarding, development, performance, workload planning, and succession planning for the civil engineering team.
  3. Direct civil engineering activities for new substations, substation expansions, switching stations, portable substations, transmission line projects, battery energy storage systems (BESS), interconnections, and capital improvement projects.
  4. Review and approve engineering studies, calculations, specifications, drawings, construction packages, cost estimates, bid documents, and technical recommendations.
  5. Oversee site development activities, including grading, drainage, stormwater management, erosion and sediment control, access roads, site preparation, and utility coordination.
  6. Manage geotechnical investigations, review geotechnical reports, and ensure foundation recommendations and site-specific soil parameters are incorporated into project designs.
  7. Coordinate environmental studies, site assessments, permitting requirements, and agency approvals to support project planning, design, construction, and closeout.
  8. Ensure civil engineering designs comply with environmental requirements, permitting conditions, stormwater regulations, land development constraints, and applicable federal, state, and local regulations.
  9. Collaborate with Environmental Services, Land Management, Regulatory Affairs, Operations, Construction, consultants, contractors, regulatory agencies, and other stakeholders to support project success.
  10. Develop scopes of work and technical requirements for engineering, geotechnical, environmental, surveying, and construction services.
  11. Support procurement activities, including competitive bidding, contractor evaluations, bid reviews, contract negotiations, and project award recommendations.
  12. Provide construction support through the review of RFIs, submittals, design revisions, change orders, inspection reports, contractor progress, and project closeout documentation.
  13. Conduct field visits and site assessments to support engineering decisions, construction quality, safety, constructability reviews, and project progress.
  14. Monitor project scope, schedule, budget, quality, risks, and resource requirements, and communicate project status and issues to leadership and stakeholders.
  15. Develop, implement, and continuously improve civil engineering standards, specifications, procedures, design guidelines, estimating tools, and lessons learned processes.
  16. Manage engineering consultant performance, budgets, contracts, and resource utilization to meet project and departmental objectives.
  17. Promote a strong safety culture and ensure engineering and construction activities comply with company safety policies and expectations.
  18. Mentor and develop engineering staff by supporting technical training, professional licensure, career development, and knowledge transfer initiatives.
  19. Prepare reports, recommendations, presentations, and executive-level updates regarding project status, engineering issues, risks, schedule impacts, and budget performance.

JOB QUALIFICATIONS

Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate with or without reasonable accommodation that the essential functions of the job can be performed.

EDUCATION

Bachelor's degree in Civil Engineering from an accredited university required.

YEARS OF EXPERIENCE

5+ years of progressively responsible civil engineering, utility infrastructure, industrial, transmission, substation, or related engineering experience required; level will be determined based on total years of experience.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES

  1. Demonstrated knowledge of civil engineering principles, site development, utility construction practices, grading, drainage, stormwater management, erosion and sediment control, geotechnical engineering, and foundation design.
  2. Knowledge of applicable federal, state, and local regulations, permitting requirements, and industry standards related to utility infrastructure development.
  3. Ability to lead civil engineering activities for transmission, substation, battery energy storage system (BESS), and interconnection projects from planning through construction and project closeout.
  4. Ability to coordinate environmental reviews, permitting requirements, stormwater compliance, cultural and biological resource considerations, and environmental commitments with internal and external stakeholders.
  5. Strong understanding of engineering standards, technical specifications, design calculations, construction packages, cost estimating, bid evaluations, and consultant and contractor deliverables.
  6. Ability to manage project scope, schedule, budget, resources, risks, and competing priorities across multiple capital and maintenance projects.
  7. Demonstrated ability to supervise, coach, develop, and evaluate employees while promoting accountability, collaboration, safety, and continuous improvement.
  8. Ability to identify project risks and constraints, develop mitigation strategies, and effectively communicate impacts and recommendations to leadership and stakeholders.
  9. Strong written, verbal, and interpersonal communication skills with the ability to prepare technical reports, business recommendations, executive summaries, and presentations.
  10. Ability to build and maintain effective working relationships with Engineering, Planning, Operations, Construction, Environmental Services, Land Management, Regulatory Affairs, Supply Chain Management, consultants, contractors, regulatory agencies, and other stakeholders.
  11. Knowledge of consultant management, contract administration, procurement processes, and contractor performance evaluation.
  12. Ability to maintain high standards of safety, reliability, quality, regulatory compliance, and customer and stakeholder service.
