Job description

The Civil Engineer III/IV plays a key role in the planning, design, and delivery of roadway infrastructure projects, with a focus on Phase I and Phase II design and plan preparation for IDOT, Illinois Tollway, Cook County, CDOT, and other local agencies. This individual will apply strong technical expertise and engineering judgment to develop high-quality roadway plans and specifications while ensuring compliance with agency standards and requirements.
 
In this role, the Civil Engineer III/IV will work collaboratively across multiple disciplines within Milhouse, coordinating with structural, environmental, and traffic engineering teams, as well as external sub-consultants, to deliver integrated and innovative design solutions. They will actively support project managers in meeting deadlines, maintaining budgets, and ensuring the successful execution of projects of varying scale and complexity.
 
The Civil Engineer III/IV will also contribute to client relationship management by assisting with technical communication, responding to inquiries, and providing updates throughout project lifecycles. With a proactive and detail-oriented approach, this role offers the opportunity to work on impactful transportation projects that improve mobility, enhance safety, and support community growth.
What you will do:
  • Create, execute, and close out project work plans and revisions  
  • Research and develop unit costs for estimating purposes  
  • Review and/or perform complex analysis and design  
  • Review basic and advanced design standards/codes in conjunction with Project Engineer  
  • Establish survey requirements in conjunction with Surveyor  
  • Coordinate specifications with construction drawings  
  • Coordinate and/or establish drafting standards  
  • Organize design and correspondence files  
  • Coordinate and review work performed by sub-consultants  
  • Compliance with QA/QC procedures on assigned projects  
  • Manage assigned projects by providing direct supervision and overall leadership  
  • Develop and/or monitor estimate of budget, scope, and schedule  
  • Analysis of accounting reports  
  • Identify and document out-of-scope work to Civil Section Manager  
  • Follow-up with client on collection of invoices as directed by Civil Section Manager  
  • Review and verify invoices and direct expense reports for accuracy and prepare support information required for contract compliance  
  • Participate in contract negotiations  
  • Establish client contact/maintain positive relationships  
Who you are:
  • Bachelor's degree in Civil Engineering from an ABET accredited institution  
  • Minimum of 6 years of experience as a civil engineering design required 
  • 6-12 years of roadway design experience preferred 
  • Illinois Professional Engineer (P.E.) License preferred 
  • Advanced knowledge of appropriate software 
  • Advanced knowledge of applicable codes & standards  
  • Competent use of CADD  
  • Ability to apply the Company’s accounting procedures  
  • Ability to work under time constraints dealing with numerous concurrent activities

The actual base pay depends upon many factors, such as education, experience, and skills. The base pay range is subject to change and may be modified in the future.
