Overview
Civil & Environmental Consultants, Inc. (CEC) is seeking a Civil Engineering Project Manager to join our growing team in Martinsburg, West Virginia. This is an opportunity for an experienced engineer to combine technical expertise, project leadership, and client relationship skills while helping shape the continued growth of our Civil/Site Engineering practice in the Eastern Panhandle.
Opened in 2022, our Martinsburg office was established to better serve clients throughout the Eastern Panhandle and surrounding region. As part of CEC's West Virginia operations, you'll have access to the resources, expertise, and support of a statewide team while helping grow a local office where your contributions can have a visible and lasting impact.
You'll collaborate with multidisciplinary professionals across civil/site engineering, surveying, geotechnical engineering, water resources, environmental services, and construction inspection while supporting a diverse portfolio of commercial, municipal, infrastructure, and energy projects.

Responsibilities:
  • Manage civil/site development projects from concept through design, permitting, bidding, and construction.
  • Develop project scopes, proposals, budgets, schedules, and staffing plans while ensuring successful project execution.
  • Lead project teams and perform quality control reviews to maintain high standards of technical excellence and client service.
  • Collaborate with clients, contractors, and local, state, and regulatory agencies throughout all phases of project delivery.
  • Support and strengthen client relationships while identifying opportunities for additional services and long-term partnerships.
  • Participate in business development, industry organizations, and professional networking activities to support practice growth throughout the region.
  • Mentor and support the professional development of engineering staff, including performance management, career planning, and technical guidance.
  • Partner with leadership to help expand CEC's presence and civil engineering capabilities throughout the Eastern Panhandle and surrounding markets.

Qualifications
  • Civil Land Development Engineering experience
  • Bachelor's in Civil Engineering (or related field) required (ABET accredited)
  • Professional Engineer License (P.E.) in West Virginia or ability to gain reciprocity
  • Experience managing and leading project teams
  • Experience developing and maintaining relationships with active and future clients
  • Experience in scope of service and budget (proposal) development, and demonstrated ability to manage projects profitably
  • AutoCAD and Civil 3D experience preferred
