This role is central to identifying and advancing civil construction opportunities in renewable energy, data centers, and commercial development across the Midwest, New England, and Mid-Atlantic regions.

Role Overview

The Business Development Manager is responsible for sourcing, qualifying, and advancing civil construction opportunities across the Midwest, New England, and Mid-Atlantic. The primary focus is renewable energy (solar, BESS, and related infrastructure), data center site development, and other commercial/civil projects where Brooks can deliver strong civil scopes.

This is a hunter role. You will build relationships with developers, owners, GCs, EPCs, and decision-makers; identify early opportunities; position Brooks for success; and work closely with estimating and operations to convert pipeline into awarded work. Success requires industry knowledge, disciplined pursuit of opportunities, and the ability to represent Brooks as a capable, reliable civil partner on complex projects.

Key Responsibilities

Opportunity Sourcing & Pipeline Development

• Proactively source civil construction opportunities across the Midwest, New England, and Mid-Atlantic regions.

• Focus on renewable energy projects (utility-scale solar, battery energy storage, and related civil/infrastructure scopes), data center site development, and other commercial civil opportunities.

• Build and maintain a qualified pipeline of opportunities with clear stages, next actions, and probability tracking.

• Monitor market activity, bid boards, developer pipelines, and industry networks to identify early-stage and active pursuits.

Relationship Development & Client Engagement

• Develop and strengthen relationships with developers, owners, general contractors, EPCs, and key decision-makers in target markets.

• Represent Brooks Construction professionally in meetings, site visits, industry events, and client presentations.

• Position Brooks’ civil capabilities, safety culture, and execution strengths to create preference and access to opportunities.

• Gather intelligence on project requirements, decision criteria, competitors, and timing to support pursuit strategy.

Pursuit Support & Internal Coordination

• Work closely with Estimating, Preconstruction, and Operations to qualify opportunities and support competitive, accurate pursuits.

• Coordinate RFI responses, proposal inputs, capability statements, and client presentations as needed.

• Ensure clear handoff of opportunity details, client expectations, and risk notes into the estimating and project delivery process.

• Track pursuit outcomes and provide feedback to improve win rates and targeting over time.

Market Intelligence & Strategy

• Stay current on renewable energy, data center, and commercial development activity in the target regions.

• Identify geographic and sector priorities where Brooks has the strongest competitive fit.

• Provide leadership with regular pipeline reports, market insights, and recommendations on where to focus resources.

• Support long-term relationship strategies with key developers, GCs, and owners who generate repeat civil work.

Qualifications

Required

• 5+ years of business development, sales, or client-facing experience in heavy civil, general contracting, EPC, or related construction markets.

• Proven ability to source and advance construction opportunities, preferably in renewable energy, data centers, site development, or commercial civil work.

• Existing relationships or demonstrated ability to build relationships with developers, GCs, EPCs, and owners in the Midwest, New England, and/or Mid-Atlantic.

• Strong understanding of the civil construction sales cycle, from early identification through proposal and award.

• Excellent communication, presentation, and relationship-building skills.

• Self-directed hunter mentality with disciplined pipeline management and follow-through.

• Willingness and ability to travel significantly across the target regions.

Preferred

• Direct experience selling or pursuing civil scopes on utility-scale solar, BESS, data center, or large commercial site development projects.

• Established network in one or more of the target regions (Midwest, New England, Mid-Atlantic).

• Background with a civil contractor, heavy civil firm, or EPC that self-performs or partners on major site packages.

• Familiarity with union labor environments and related project considerations.
