Job description

Job Summary
The Radiology Operations & Enterprise Imaging Subject Matter Expert (SME) provides integrated clinical, operational, and technical expertise supporting the National Teleradiology Program (NTP) Program Assessment. This role serves as the primary advisor for radiology operations, enterprise imaging workflows, imaging informatics, PACS/RIS environments, and quality oversight functions across a nationally distributed healthcare system.
The SME evaluates current-state radiology and enterprise imaging operations and develops actionable recommendations to improve scalability, workflow efficiency, staffing alignment, technical support structures, quality oversight, and operational performance. The role bridges clinical radiology operations with enterprise imaging technology and supports the Government's assessment of current and future-state teleradiology capabilities, enterprise imaging expansion, and operational sustainability.
Primary Responsibilities
Radiology Operations Assessment
  • Evaluate current-state radiology and teleradiology operations, including:
    • STAT, ASAP, and routine examination workflows
    • Subspecialty interpretation coverage
    • Off-tour and after-hours support models
    • Rural radiology access and staffing support
    • Gap coverage and surge operations
  • Assess operational effectiveness, staffing utilization, workflow efficiency, and service reliability across supported facilities
  • Analyze workload distribution, modality mix, turnaround time (TAT) performance, and operational dependencies
  • Provide recommendations to improve radiology workflow execution, scalability, and operational sustainability

Enterprise Imaging & Technical Workflow Analysis
  • Assess enterprise imaging operations and technical support structures related to:
    • PACS (Picture Archiving and Communication Systems)
    • Radiology Information Systems (RIS)
    • Voice recognition technologies
    • Enterprise imaging platforms
    • AI-enabled imaging workflows and decision-support tools
    • Imaging interoperability and workflow integration
  • Evaluate technical support staffing models and enterprise imaging operational structures
  • Assess workflow dependencies involving:
    • DICOM image routing and retrieval
    • CVIX image exchange workflows
    • MPI/patient identity resolution
    • HL7/FHIR integration dependencies
    • Imaging data integrity and workflow continuity
  • Recommend future-state enterprise imaging support structures and operational improvements

Workflow & Performance Optimization
  • Conduct workflow mapping and process analysis across:
    • Clinical operations
    • Technical support functions
    • Imaging workflow coordination
    • Quality management processes
  • Identify operational bottlenecks, workflow variability, inefficient handoffs, and technical constraints
  • Support development of demand-capacity models and performance threshold analyses
  • Provide recommendations to improve throughput, responsiveness, workflow standardization, and enterprise imaging support scalability

Quality Management & Clinical Oversight Support
  • Support assessment of NTP Clinical Quality Management functions, including:
    • Peer review workflows
    • OPPE/FPPE review processes
    • Management review procedures
    • Safety lookback activities
    • Quality governance structures
  • Evaluate operational impacts of quality oversight workflows on radiology operations and staffing models
  • Collaborate with quality management stakeholders to support future-state recommendations

Stakeholder Engagement & Advisory Support
  • Participate in interviews, workflow observations, technical assessments, and stakeholder working sessions
  • Translate complex technical and clinical findings into actionable operational recommendations
  • Support development of:
    • Staffing recommendations
    • Enterprise imaging operational models
    • Technical staffing structures
    • Workflow optimization strategies
    • Future-state operating models

Minimum Qualifications
  • Bachelor's degree in:
    • Radiologic Sciences
    • Health Information Management
    • Healthcare Administration
    • Biomedical Informatics
    • Information Technology
    • Related healthcare or technical field
  • Minimum of 10 years of experience supporting:
    • Radiology operations
    • Teleradiology services
    • Enterprise imaging environments
    • Healthcare imaging informatics
  • Demonstrated experience with:
    • PACS/RIS administration or operational support
    • Enterprise imaging workflows
    • Imaging interoperability and integration
    • Clinical radiology operations
    • Healthcare workflow analysis
