Program Overview 
Our Veterans’ programs are designed to serve very low-income, primarily homeless Veterans and Veteran families. The program assists Veterans in exiting homelessness and maintaining a permanent housing placement. Services provided by Insight Housing include street and venue-based outreach, case management, permanent housing placement, employment services, and assistance in obtaining VA and other benefits. 
 
Position Summary 
The Case Manager Supervisor provides oversight and leadership to Case Managers within the SSVF program. This role ensures staff meet program performance goals, deliver high-quality, compliant services, and maintain complete, accurate, and audit-ready participant files. The Supervisor is also responsible for reviewing and approving Temporary Financial Assistance (TFA) requests to ensure eligibility, accuracy, and compliance with SSVF regulations. The Case Manager Supervisor reports directly to the SSVF Program Manager. 
 
Essential Duties and Responsibilities 
  • Supervise, coach, and support SSVF Case Managers to ensure high-quality service delivery. 
  • Ensure staff meet program goals related to housing stability, retention, and participant outcomes. 
  • Review, approve, and oversee all Temporary Financial Assistance (TFA) requests submitted by Case Managers to ensure the request is eligible under SSVF guidelines, documentation is complete and compliant, amounts are accurate and correctly calculated, and requests align with participant housing plans.
  • Conduct regular case file reviews to ensure documentation is complete, accurate, and audit-ready at all times. 
  • Monitor compliance with SSVF regulations, policies, and reporting requirements. 
  • Provide guidance on case planning, service coordination, and problem-solving with participants. 
  • Track staff performance and address gaps through training, corrective action, or additional support. 
  • Support onboarding and ongoing training of Case Managers, including TFA policies and documentation standards. 
  • Communicate program performance, compliance risks, and trends to the SSVF Program Manager. 
  • Support preparation for internal and external audits, monitoring visits, and funder reviews. 
Minimum Qualifications 
  • Bachelor’s degree in Social Work, Human Services, Psychology, Public Administration, or a related field or equivalent combination of education and relevant experience. 
  • Minimum of 4 years of experience in case management, housing stabilization, or Veteran-serving programs. 
  • At least 2 years of experience in a supervisory, lead, or senior case management role. 
  • Experience reviewing, approving, and monitoring Temporary Financial Assistance (TFA) requests. 
  • Strong understanding of documentation standards, compliance requirements, and audit readiness. 
  • Experience conducting case file reviews and providing corrective feedback to staff. 
  • Proficiency with HMIS and other case management or data tracking systems. 
 
Preferred Qualifications 
  • Master’s degree in Social Work (MSW) or a related field. 
  • Experience working directly with Veterans and VA-funded programs. 
  • Demonstrated working knowledge of SSVF program requirements, including eligibility, documentation, and performance expectations. 
  • Familiarity with fair housing laws and housing stabilization practices. 
  • Experience preparing for or participating in audits, monitoring visits, or corrective action processes. 
  • Training or certification in trauma-informed care, motivational interviewing, or similar evidence-based practices. 
  • Bilingual or multilingual abilities relevant to the population served. 
  • Knowledge, Skills, & Abilities 
  • Ability to supervise, coach, and support Case Managers toward strong participant outcomes. 
  • Strong analytical skills to review documentation, TFA requests, and performance data. 
  • Ability to apply SSVF regulations consistently and ethically. 
  • Strong organizational skills and attention to detail. 
  • Ability to manage competing priorities and deadlines. 
  • Clear and professional written and verbal communication skills. 
  • Ability to address complex participant situations and staff performance issues with discretion. 
  • Commitment to Veteran-centered, trauma-informed, and culturally responsive practices. 
Special Requirements 
  • Must be able to receive and maintain criminal and credit records clearance. 
  • Must be able to obtain TB (tuberculosis) clearance 
  • Must be able to successfully complete reference checks and employment verification.
