Mower County Health and Human Resources is seeking a Child Support Supervisor to provide leadership and oversight for the Child Support Unit. This position is responsible for supervising staff, coordinating daily operations, ensuring compliance with applicable laws and regulations, overseeing court and case processes, implementing program changes, and supporting the effective delivery of child support services.
The ideal candidate will bring strong leadership, sound judgment, knowledge of child support or collections-related work, and the ability to effectively manage staff, programs, and competing priorities.
Essential Duties and ResponsibilitiesEssential duties and responsibilities include, but are not limited to:
Supervises and leads the Lead Child Support Officer, Child Support Officers, and Child Support Specialists.
Prioritizes, assigns, and monitors work assignments; provides guidance and direction; ensures required compliance training is completed; enforces County and department policies and procedures; and promotes timely and accurate completion of reports and activities.
Works with the HHS Director, HHS Deputy Director, and Human Resources regarding recruitment, hiring, transfers, promotions, grievance responses as needed, and performance management.
Conducts annual performance evaluations and provides employee coaching, feedback, and disciplinary action up to and including discharge, as needed or required.
Manages, plans, and coordinates the day-to-day operations of the Child Support Unit and the delivery of services.
Administers and evaluates programs, processes, procedures, and standards while monitoring compliance with federal, state, and local laws, regulations, codes, and standards.
Authorizes the finalization of case closures and determines final approval or denial of arrears management strategies.
Plans and implements program changes as mandated by the Legislature and the Minnesota Department of Human Services (DHS).
Reviews, analyzes, and interprets legislation and DHS policies and coordinates new initiatives with the County Attorney's Office and Court Administration.
Oversees court processes and hearings.
Negotiates settlements on legal claims and analyzes, compiles, and evaluates statistical reports.
Serves as a security administrator for multiple state systems, including assessing system security requirements and determining appropriate staff access levels.
Facilitates system access requests and ensures compliance with applicable security protocols and policies.
Monitors and maintains the unit budget and reviews applicable purchases.
Builds and maintains strong professional relationships with employees, supervisors, elected and appointed officials, partner agencies, and members of the public to promote effective communication and collaboration.
Performs other duties as necessary and/or assigned to support efficient and effective County operations.
To successfully perform this position, an individual must be able to satisfactorily perform each essential function. Applicants must meet one of the following education and experience combinations:
Option 1
Bachelor's degree in Criminal Justice, Paralegal Studies, Business Administration, Public Administration, or a closely related field; and
Two (2) years of experience as a Child Support Officer.
OR
Option 2
Bachelor's degree in Criminal Justice, Paralegal Studies, Business Administration, Public Administration, or a closely related field; and
One (1) year of experience serving as a lead worker to other child support staff at the level of a Child Support Lead Worker.
OR
Option 3
Four (4) years of experience as a Child Support Officer or in related work involving the collection of child support.
OR
Option 4
Four (4) years of experience in primary collections work, such as experience with a loan company, bank, or credit union; and
At least one (1) year of supervisory experience.
Valid driver's license or evidence of other reliable transportation.
Processes, procedures, and software may vary from one assignment to another; however, assignments are generally related in function and objective. The position requires the ability to interpret regulations, evaluate information, resolve problems, and adapt established processes to changing circumstances.
ResponsibilitySupervision ReceivedThis position performs work with minimal supervision. The supervisor generally establishes goals, priorities, and deadlines, while the employee independently applies established guidelines and exercises judgment in addressing situations that arise.
