General Description
The Compliance Officer plays a trusted, campus-wide role in advancing a safe, respectful, equitable, and accountable environment at OCCC. As an accessible first point of contact, the officer helps students and employees navigate sensitive concerns, understand available resources and processes, and reach the appropriate office for timely support.
This varied, collaborative position blends relationship-building with careful analysis. The Compliance Officer supports Title VI and Title IX work, leads or assists with assigned workplace investigations, develops outreach and educational communications, and contributes to policy, training, data, and risk-reduction initiatives. The work provides a meaningful opportunity to strengthen institutional practices and improve the campus experience.
The position works closely with Human Resources, Legal Affairs, Student Affairs, and leaders across the College. It reports directly to the Assistant General Counsel for Compliance, Policy, and Title IX and maintains a dotted-line relationship to the Vice President for Human Resources. For a professional who brings empathy, sound judgment, curiosity, and strong communication skills, this role offers broad experience across civil-rights, employee-relations, and institutional compliance work.

Minimum Education/Experience
Bachelor's degree in human resources, legal studies, compliance, public administration, business administration, organizational leadership, psychology, criminal justice, higher education, or a related field.
Minimum (3) years' of progressively responsible experience in compliance, employee relations, workplace investigations, Title VI, Title IX, student civil rights, outreach and communications, human resources, legal affairs, higher education administration, or a closely related area.
Demonstrated experience receiving sensitive concerns, conducting interviews or fact gathering, maintaining confidential records, and preparing clear written documentation.
Ability to complete required Title VI, Title IX, civil-rights, communications, and investigation training within the time-frame established by the College and to maintain required training thereafter.
Required Knowledge, Skills & Abilities
Knowledge:Working knowledge of, or demonstrated ability to acquire knowledge of, applicable employment, civil-rights, higher-education, and institutional compliance requirements.
Strong judgment and the ability to remain neutral, calm, respectful, and appropriately trauma-informed while distinguishing intake and referral from investigation, findings, legal advice, disciplinary decisions, and other reserved roles.
Skills:Excellent interviewing, listening, analytical, research, writing, organizational, and project-management skills.

Preferred Qualifications
Master's degree, Juris Doctor, or advanced graduate study in a related field.
Five or more years of relevant experience, including direct responsibility for workplace investigations, Title VI or Title IX intake or case coordination, civil-rights outreach and communications, or institutional compliance projects.
Experience in higher education or another complex, highly regulated organization, with current or recent professional training in Title VI, Title IX, student civil-rights compliance, workplace investigations, employee relations, Clery Act/VAWA requirements, outreach and communications, or compliance-program administration.
Experience with case-management systems, data analysis, policy development, training, audit support, or compliance monitoring.

Intake, Initial Assessment, and Referral:Serve as a welcoming, accessible point of contact for students and employees who bring forward questions, reports, complaints, or requests for assistance involving civil rights, employee relations, workplace conduct, safety, ethics, accessibility, or other compliance concerns.
Listen carefully and conduct prompt, neutral, respectful, and appropriately trauma-informed intake; gather relevant preliminary information without making credibility findings or reaching conclusions.
Help individuals understand available processes, privacy limitations, anti-retaliation protections, and campus resources; identify urgent safety, medical, security, evidence-preservation, or support needs and coordinate promptly with the appropriate officials.
Refer matters according to the allegations, applicable law, and College policy; consult the appropriate civil-rights and Human Resources officials when jurisdiction is unclear or overlaps.
Maintain accurate and timely intake and referral documentation in accordance with institutional requirements and applicable need-to-know limitations.
Title VI and Title IX Support, Outreach, and Communications:Contribute to student Title VI and student or employee Title IX work through intake, communications, fact gathering, case coordination, investigations, or other assigned responsibilities after completing training appropriate to the specific role.
Partner with the Title IX Coordinator and other designated civil-rights officials on documentation, outreach, meeting coordination, records collection, case tracking, referrals, follow-up, and process administration.
Create clear, accessible, and student-centered communications and help deliver outreach and education for students, employees, academic divisions, student organizations, and other campus groups.
Assist with policy and procedure review, compliance monitoring, climate or trend assessment, required reporting, and record-keeping.
Maintain neutrality and required separation of roles, and identify potential conflicts of interest or bias before accepting an assignment.
Employee Relations and Workplace Investigations:Lead or support assigned non-Title IX workplace investigations under the functional direction of the Vice President for Human Resources or Employee Relations designee and in coordination with the primary supervisor.
Develop proportionate investigation plans; identify and interview relevant witnesses; review documents, electronic records, and applicable policies; and maintain organized case files.
Prepare objective summaries, chronologies, evidence inventories, factual findings, and reports; identify appropriate policy, process, training, workplace-climate, or risk-reduction recommendations without independently recommending discipline or determining employment action.
Promptly pause and consult the appropriate civil-rights official when information obtained during an employee-relations matter may implicate Title IX or another protected civil-rights process.
Coordinate with Human Resources to reduce duplicative interviews, share authorized information, communicate status, and support timely resolution while preserving confidentiality, applicable privilege, and decision-making authority.
Compliance, Legal Affairs, and Executive Projects:Contribute to high-impact Legal Affairs and executive projects through compliance research, policy and procedure review, fact gathering, records analysis, project coordination, and authorized contract support; do not provide legal advice unless licensed and specifically authorized.
Collaborate with Finance and Audit, Facilities, Risk Management, and other College operations on compliance assessments, audits, monitoring plans, corrective-action tracking, and practical risk-reduction initiatives.
Maintain compliance calendars, project plans, issue logs, and supporting documentation, and follow up regarding deadlines, evidence of completion, and unresolved risks.
Identify trends, recurring concerns, process gaps, and training needs and, through the appropriate reporting line, provide practical recommendations to responsible leaders.
Complete special projects and other duties reasonably related to the position as assigned by the Assistant General Counsel and Title IX Coordinator, General Counsel, or Executive Vice President.
Training, Data, and Program Support:Build and maintain expertise through initial and ongoing training appropriate to assigned Title VI, Title IX, civil-rights, investigation, outreach, and compliance responsibilities.
Help design and deliver education for supervisors, employees, students, and other campus audiences, as assigned and after appropriate training, including Human Resources topics coordinated with Human Resources.
Maintain reliable case-management and project data and prepare reports for institutional planning and leadership review while protecting personally identifiable information.
Handle sensitive information with discretion and in accordance with applicable law, College policy, records-retention requirements, and authorized access controls.
