JOB SUMMARY
Responsibilities pertaining to staffing, accounting, legal compliance, budgeting, revenue generation and utilities construction. Coordinate the combined operation of the water, wastewater and collection departments within the rules and regulations mandated by state and federal agencies.
JOB DUTIES AND RESPONSIBILITIES
• Administer the overall operation of water distribution, wastewater treatment, and wastewater collection facilities.
• Prepare operating and capital budgets and administer approved utility budgets.
• Ensure strict compliance with all federal and state rules and regulations.
• Provide data for CFO analysis of rate structure, company growth and expansion, and other financial matters as requested.
• Conduct employee staffing performance evaluations within Utility Company guidelines.
• Develop and supervise utility construction projects.
• Furnish parent company with revenue and operational status on a continuing basis.
• Formulate Utility Company personnel policies and monitor employee training programs.
• Represent Utility Company's interest at state and federal compliance hearings.
• Direct Utility Company emergency response programs.
• Comply with all policies, procedures, and safety regulations.
• Comply with grooming and uniform policy.

Requirements
QUALIFICATIONS
• Ten years' previous experience in a management position.
• Two to five years of experience in covering all aspects of utility construction.
• Class III Water Treatment Certification and Class III Water Distribution Certification in Arizona.
• Comprehensive knowledge of laws and regulations that apply to various governing agencies.
• Thorough knowledge of the uniform system of accounts for water utilities.
• Physical ability to perform as a working utility manager.
• Must be able to safely lift a minimum of 50 pounds.
• Achieve 10 hours per year of accredited college training pertaining to the water / wastewater field.
• Valid Arizona driver`s license.
• Be on 24-hour emergency call.
