Job description

The position serves as the Director for the Center for Innovation Finance Support and Cost Analysis, reporting to the Deputy Chief Financial Officer. In this capacity, the incumbent is responsible for strategically directing and building the capacity of the agency-wide financial management discipline by providing executive-level compliance solutions, authoritative knowledge management resources, highly complex process improvement, and cross-organizational collaboration nationwide.

Qualifications:

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience planning and conducting financial research and analysis used by senior officials/executives to help develop policies/strategies relating to national transportation programs; and
  • Experience developing recommendations for senior officials/executives regarding various financial and management programs and practices to improve the way information is applied for decision making, organizational operations and the efficient use of federal funds.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge Management - Knowledge of the value of collected information and the methods of sharing that information throughout an organization.
  2. Principles of Finance - Knowledge of the basic principles, practices, and methods of financial management to include requisitions, apportionments, allotments, investments, fiscal management, activity reporting, and fiscal year guidelines. 
  3. Managing Human Resources - Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
