Purpose

The President, Electric Operations serves as the senior executive leader for Liberty Utilities’ regulated Electric business in Missouri with end-to-end accountability for safety, reliability, financial performance, and regulatory outcomes. The role of President, Electric Operations has primary decision-making authority for Electric operations and business performance, while partnering with enterprise functions and leadership.

President, Electric Operations reports directly to the Chief Operating Officer and partners closely with Liberty Utilities’ Enterprise Leadership Team. This role maintains oversight of all aspects concerning profit and loss, such as earnings, expenses, capital investment, and returns. The President will lead with strong commercial discipline, demonstrate significant operational and labor experience, and embrace a collaborative leadership approach.

President, Electric Operations shall support and advance Liberty Utilities’ long-term growth strategy, while delivering safe, reliable, and affordable energy, and prioritizing its commitment to our customers, communities, employees, and investors.

Accountabilities
Enterprise Leadership, Governance & Shareholder Value
  • Lead Liberty Utilities’ Electric operations in alignment with Board-approved strategy, enterprise risk management principles, and long-term shareholder value creation.
  • Serve as a primary management liaison to the COO, providing clear, transparent reporting on safety, reliability, financial performance, capital programs, and regulatory matters.
  • Ensure strong governance, internal controls, and compliance consistent with Liberty Utilities’  standards as a publicly traded utility.
  • Establish clear risk governance, including escalation protocols concerning material risks and/or issues concerning the utility, audit readiness, and accountability for compliance with applicable laws, regulations, and internal standards.
  • Partner with executive leadership to support earnings performance, investor confidence, and disciplined growth.
Financial Leadership & P&L Ownership
  • Maintain full P&L accountability, including operating and capital expenditures, revenue recovery, and earnings results.
  • Drive sustainable returns through cost discipline, capital efficiency, and thoughtful prioritization of investments.
  • Lead annual budgeting and long-range planning processes, including capital forecasts and productivity initiatives.
  • Collaborate with Finance and Corporate leadership to support earnings guidance, disclosures, and investor communications.
Regulatory Strategy & External Relationships
  • Provide executive leadership for regulatory strategies that support predictable outcomes, timely cost recovery, and customer affordability. This includes readiness for regulatory audits, examinations, and investigations, including transparent documentation and timely remediation of findings.
  • Oversee the development and execution of rate cases and regulatory filings.
  • Build and maintain constructive, credible relationships with public utility commissions, policymakers, and other external stakeholders.
  • Balance regulatory compliance with Liberty Utilities’ commitment to customers, communities, employees, and investors.
Operations, Safety & Asset Stewardship
  • Ensure that the effective operation of Liberty Utilities’ Electric transmission, distribution, and storage systems are subject to robust safety and compliance measures. Champion a strong safety culture with visible leadership and clear executive accountability.
  • Oversee system integrity programs, emergency preparedness, and asset lifecycle management.
  • Drive operational excellence through performance metrics, continuous improvement, and modernization initiatives.
Capital Investment & Infrastructure Strategy
  • Lead large-scale capital programs focused on safety, reliability, resiliency, and long-term system sustainability.
  • Ensure capital deployment aligns with regulatory frameworks, customer needs, and return expectations.
  • Support Liberty Utilities’ infrastructure modernization efforts and evolving energy strategies, including responsible participation in the energy transition where appropriate.
Labor Relations & Workforce Leadership
  • Serve as the senior executive accountable for labor relations, including union partnerships, collective bargaining, and workforce strategy.
  • Foster constructive labor relationships while maintaining financial discipline and operational flexibility.
  • Lead, develop, and retain a diverse workforce with strong succession planning and leadership development.
  • Promote a culture of accountability, inclusion, engagement, and performance excellence across the organization.

Education and Experience
  • Bachelor’s degree in electrical engineering, business, finance, or a related field required; MBA or advanced degree preferred.
  • 15+ years of senior leadership experience within an investor-owned utility or regulated infrastructure environment.
  • Demonstrated P&L ownership with accountability for earnings, capital deployment, and returns.
  • Significant experience leading unionized operations and collective bargaining.
  • Extensive engagement with public utility commissions and regulatory bodies.
