Job description

Summary Objective The Assistant Chief of Logistics and Fleet Services is responsible for the strategic leadership, management, and oversight of the department's logistics, fleet maintenance, apparatus readiness, facilities coordination, inventory control, procurement support, and operational resource management functions. This position ensures that all emergency response vehicles, equipment, supplies, and support systems are maintained in a constant state of readiness to support safe and effective emergency operations. The Assistant Chief coordinates long-term fleet replacement planning, budget development, vendor and contract management, regulatory compliance, and interdivisional collaboration to enhance operational efficiency and organizational sustainability.

This role also provides leadership in emergency preparedness, disaster response logistics, and special projects while supervising personnel assigned to logistics and fleet operations and promoting accountability, innovation, and continuous improvement throughout the division. The employee works under the general direction of the Deputy Fire Chief. Essential Functions Directs and oversees all logistics, fleet services, and support operations for the department.

Manages the procurement process for apparatus, vehicles, equipment, supplies, technology, uniforms, and specialized emergency response resources. Develops, administers, and monitors contracts with vendors, service providers, maintenance companies, and contractors to ensure compliance, performance, and cost effectiveness. Coordinates fleet management activities for all emergency response apparatus, specialty vehicles, and staff vehicles, including maintenance scheduling, repairs, inspections, replacement planning, and lifecycle management.

Oversees facilities management functions including maintenance, repairs, renovations, capital improvement projects, and coordination with internal departments and external contractors. Ensures all department facilities, apparatus, and equipment remain operationally ready and compliant with applicable safety, regulatory, and accreditation standards. Develops and manages division budgets related to logistics, fleet operations, facilities, maintenance, procurement, and capital assets.

Coordinates inventory management and accountability systems for department equipment, supplies, tools, medical equipment, and emergency response assets. Supervises and evaluates personnel assigned to logistics, fleet, facilities, and support services operations. Establishes preventive maintenance programs for apparatus, equipment, and facilities to maximize operational readiness and asset longevity.

Coordinates specification development, purchasing, testing, acceptance, and deployment of new apparatus, vehicles, and equipment. Serves as liaison with manufacturers, vendors, contractors, municipal departments, and regulatory agencies regarding logistics and fleet-related operations. Monitors compliance with local, state, and federal purchasing requirements, fleet regulations, environmental standards, and safety guidelines.

Supports emergency operations and disaster response activities through resource coordination, deployment logistics, and continuity planning. Analyzes operational data and prepare reports related to fleet utilization, maintenance costs, procurement activities, facility needs, and asset management. Participates in strategic planning initiatives related to fleet replacement schedules, infrastructure improvements, and operational support services.

Recommends and implements process improvements, technological enhancements, and best practices related to logistics and fleet operations. Ensures accountability and proper documentation for all department assets, maintenance records, contracts, warranties, and purchasing activities. Responds to emergencies, major incidents, and disaster events as required in support of departmental operations.

Assists in the preparation of the annual budget requests, including prioritized listings or recommendations for capital expenditures, purchase of new equipment, changes in personnel staffing and other expenditures, along with written justification for budget recommendations. Administers approved section budget. Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.

Typical Qualifications MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelor's Degree in fire science, business administration, public administration or related field State of Florida Firefighter certification and at least two (2) years of fire service experience in Logistics management, facilities oversight and fleet coordination. Completion of National Incident Management System (NIMS) and Incident Command System (ICS) training requirements, including IS-100, IS-200, IS-700, IS-800, and advanced ICS coursework as required by the department. A valid driver's license equivalent to a State of Florida Class E may be utilized, and the ability to obtain and maintain with an acceptable driving history, a State of Florida license within thirty (30) days from the date of employment PREFERRED EDUCATION AND EXPERIENCE REQUIREMENTS: Florida Fire Officer certification preferred.

Training in fleet management preferred. State of Florida EMT or Paramedic preferred. Training in procurement, contract administration, facilities management, or public purchasing preferred.

Knowledge, Skills and Abilities, Work Environment and Work Hours KNOWLEDGE, SKILLS AND ABILITIES Knowledge of modern fire service logistics, fleet management, and support services operations. Knowledge of emergency response apparatus, specialty vehicles, equipment maintenance programs, and lifecycle management practices. Knowledge of procurement procedures, contract administration, bid specifications, and public purchasing regulations.

Knowledge of facilities management principles, preventive maintenance programs, construction coordination, and capital improvement processes. Knowledge of budgeting, fiscal management, cost analysis, and asset accountability practices. Knowledge of applicable local, state, and federal laws, regulations, standards, and safety requirements related to fleet, facilities, and emergency services operations.

Knowledge of inventory management systems, supply chain coordination, and resource allocation practices. Knowledge of NFPA standards, OSHA requirements, and accreditation best practices related to apparatus, facilities, and operational readiness. Ability to plan, organize, direct, and evaluate logistics, fleet, and facilities operations in a dynamic emergency services environment.

Ability to develop long-range fleet replacement plans and strategic operational support initiatives. Ability to analyze operational data, prepare reports, and make sound administrative and fiscal recommendations. Ability to negotiate, manage, and monitor contracts, vendor relationships, and service agreements.

Ability to supervise, train, mentor, and evaluate assigned personnel. Ability to communicate effectively verbally and in writing with personnel, vendors, contractors, government agencies, and the public. Ability to coordinate multiple projects, priorities, and deadlines simultaneously.

Ability to exercise sound judgment and make decisions during emergency and non-emergency situations. Skill in developing apparatus and equipment specifications and evaluating vendor proposals. Skill in problem-solving, conflict resolution, and process improvement initiatives.

Skill in the use of computer systems, fleet management software, maintenance tracking systems, inventory systems, and standard business applications. Ability to establish and maintain effective working relationships with internal departments, external agencies, contractors, and stakeholders. Ability to respond to emergencies and function effectively within the Incident Command System (ICS).

Ability to maintain confidentiality and professionalism in handling sensitive operational and personnel matters. Skilled at managing and supervising departmental administrative functions and assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments. Financial acuity for budget development and budget management.

PHYSICAL DEMANDS: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Performs sedentary administrative and operational work that involves walking or standing some of the time and involves exerting up to 30 pounds of force on a regular and recurring basis or sustained keyboard operations. WORK ENVIRONMENT: Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

The role involves managing high stress, dangerous situations with responsibilities of both field-based and office-based situations.
