Job description

General Purpose This position performs a variety of routine work in connection with duty to process building plans submitted by architects, engineers or homeowners as part of the permit application. Supervision Received and Exercised This position reports to Chief Building Official, Assistant Building Director, or assigned designee. This position is classified as a non-exempt, full time, 40 hour work-week position.

Essential Duties and Responsibilities Essential Functions: Requires a strong emphasis on customer service and the ability to multi-task. Works directly with the public and provides general guidance, including providing up-to-date information, documentation, and the latest department procedures, to ensure that the entire permitting application process is complete and in accordance with policies and procedures prior to submittal to the Permit Counter area. Assists a variety of customers such as owner/builder, developers, and plans runners to trouble shoot issues and provide resolution/response within specified timeline.

Process all Early Start, Change of Contractors, Lost Plans, and other administrative-type functions for the Permit Clerk area, as requested. Manages the Optional Plans Review program, including coordination, collection of fees, data entry in permitting system, generating statistical reports, and providing data to the Administrative Assistance for payroll purposes related to the Optional Plans Review overtime. Recommends appropriate job codes to departmental staff when processing permit applications to ensure proper adherence to Fee Ordinance.

Works closely with all Finance Department revenue matters and serves as departmental liaison for all revenue permitting matters. Provides direct support for One-Stop Permitting Area with intake application process, computer/monitor lobby displays, FEMA/Flood video/displays, and answers all e-Permitting online questions. Participates in permitting workshops, when requested.

May serve as Permit Clerk or Solution Center Representative backup, as requested by Chief Building Official and/or Administrative Coordinator. Aides in the preparation of any process or turn-around statistics. Forwards comments of plans review to customers via e-mail or e-Permitting notification.

Compiles and generates all Quarterly Reports and process payments to other agencies, as requested and determined by the Chief Building Official and/or Administrative Coordinator. Prepares and maintain all records related to plans processing including, but not limited to, establishing computerized records of processor comments and turn-around statistics on a daily basis, as requested and determined by the Chief Building Official and/or Administrative Coordinator. Ability to get along with others and work effectively with the public and fellow workers.

May be asked to work on special projects, including but not limited to: Miami-Dade County reports, Expired Permits Amnesty Program, and any other assignment as needed. Performs any other duties as assigned by the Chief Building Official or Assistant Building Director Additional Duties: Performs other related work as required. Minimum Qualifications MINIMUM EDUCATION AND TRAINING A High School Diploma or GED equivalent is required.

Three (3) years experience in the performance of general secretarial and clerical work in the construction or engineering field. Must possess a valid driver license with an acceptable driving record. MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED Knowledge, Skills and Abilities: Considerable knowledge of modern office practices and procedures.

Must be computer literate with knowledge of Microsoft Word, WordPerfect or a similar word processing program. Ability to use small office equipment, including copy machines or multi-line telephone systems. Ability to use computers for data entry.

Ability to use highly technical computer applications, such as GIS or CAD. Ability to type at least 30 words per minute. Ability to meet and deal with the public in an effective and courteous manner.

Ability to perform several tasks at one time. Ability to accept, receive, and/or collect payments. Ability to prepare and/or process purchase orders.

Accountable for inventory/property management. Ability to make recommendations that impact the budget. Must be fluent in the English language.

Ability to communicate in Spanish is a plus. Applicants must complete all requirements established by the City of Doral for employment. This may include, but is not limited to, a written examination, a psychological exam, a polygraph examination, a comprehensive background investigation and a job-related medical examination including a drug/alcohol screening test.

Must be a non-smoker. The minimum requirements may be waived by the City Manager. Physical Requirements: Ability to maintain body equilibrium while walking, standing or crouching on narrow, slippery or erratically moving surfaces.

Ability to crouch, hear sound, lift/pull/push objects, make rational decisions, speak clearly and loudly, see and use hands and/or fingers to feel, grasp, and handle. May occasionally walk from one work site to another. Ability to exert from 10 to 20 pounds of force occasionally to move objects.
