Job description

JOB INFORMATION The Dean of Advanced Technology and Applied Learning reports directly to the Executive Dean of Career and Technical Education and provides strategic leadership, operational oversight, and administrative direction for a diverse portfolio of academic and workforce development programs. Areas of responsibility include, but are not limited to, Horticulture, Workforce Development, Electronics, Robotics, Automation, and the Bachelor of Applied Science in Leadership and Management. The Dean is responsible for the planning, implementation, and continuous improvement of instructional programs that align with industry needs, workforce demands, and the college's strategic priorities.

This position fosters collaboration with faculty, staff, industry partners, advisory committees, and community organizations to ensure high-quality educational opportunities that prepare students for successful careers. In addition to academic leadership, the Dean oversees departmental fiscal management, including budget development and stewardship, resource allocation, and financial accountability. The position leads the creation and expansion of innovative workforce initiatives, develops and manages grants and externally funded projects, and advances regional economic development through strategic partnerships with business, industry, government agencies, and workforce organizations.

institution. DUTIES & RESPONSIBILITIES Supervision & Leadership Function Provides administrative leadership for planning, implementation, and maintenance of the academic programs. Recruits, hires, supervises, and evaluates staff and faculty.

Effectively manages multiple grants related to the academic program and large scale projects. Serves as a member of the department, division, academic council, and college wide management teams; serves on task forces, hiring committees and other groups as needed. Provides strong leadership and represents the division through a participatory management style, team-building activities, and problem-solving techniques.

Builds, promotes and leads effective teams to support the instructional and service mission of the college; uses effective interpersonal skills to empower staff in the performance of their work; maintains a working knowledge of all negotiated agreements, institutional policies and regulations and procedures; may participate in collective bargaining with employee associations as a representative of the college. Provides leadership in and contributes to the college's diversity plan by fostering an environment of cooperation between students, staff and the public who represent a variety of cultural, social, economic, and educational backgrounds. Administers the policies and procedures of the institution; upholds professional standards, including regional accreditation and state standards and the collective bargaining agreements.

Reporting, Budget Management & Funding Function Assist with generating resources in support of new program development and program enhancement. Collaborate on semiannual reports to Marion County and Marion County Extension and 4H Service District. Lead strategic efforts to diversify funding and build capacity to address emerging opportunities including grant management, fundraising, and revenue generation from agricultural products and services.

Prepares and recommends operational budgets, with input from program staff. Authorizes expenditures; advocates for program needs and requests. Planning & Program Oversight Develop a representative advisory committee and criteria for members, and identify topics for consideration with a focus on economic development within Chemeketa's district.

Assess needs for potential programs and consider which Chemeketa, Marion County, OSU Extension and other community partners may wish to become engaged in a specific issue. Develops, organizes and conducts marketing in collaboration with program faculty, including use and awareness of progressive strategies to market cutting edge programs that are defining new audiences. Provides the direction for program curriculum development and planning, including new initiatives and expansion of existing programs and reviews and updates these programs.

Expand both credit and non-credit education and training programs including traditional award programs, secondary school connections and digital credentials. College & Community Liaison Develop and maintain positive relationships with internal and external stakeholders, partners, and clientele. Seek out and develop effective collaborations and partnerships with entities that operate at a regional-district level.

Build relationships within and outside the organizations and facilitate connections to address critical issues and needs. Participate in regional and statewide organizations, initiatives and industry groups which aid in the creation and growth of programs as well as Career and Technical Education. Minimum Qualifications A Master's Degree in Engineering Technology, Information Technology, Computer Science, Industrial Technology, Organizational Leadership, Business or Public Administration, Social Science, or a related degree. -AND- Three (3) years of supervision, management, or progressively related experience to include budget and project management. Core Competencies Working knowledge of services and programs provided within the community college.

Excellent organizational, human relations and communications skills, including written, verbal and interpersonal. Proven ability to develop collaborative partnerships, cultivate community relationships, and leverage resources to advance organizational and programmatic goals. Ability to facilitate diverse groups, create effective teams, analyze issues and problems, formulate and articulate goals, facilitate problem resolution, and evaluate outcomes collaboratively and creatively.

Proven ability to proactively plan, develop, and manage budgets. Skilled in developing effective partnerships and alternative sources of funding. Preferred Qualifications A Doctorate (Ph.D, Ed.D., Doctor of Technology, or related degree) from an accredited institution

Three (3) years of professional-level experience teaching at a college or technical institution. Prior working experience working with the management of advanced technology sectors (e.g., advanced manufacturing, robotics, cybersecurity, trades, or applied sciences). Three (3) years of experience in a progressive leadership role within a higher education setting (e.g., Department Chair, Program Director, or Associate Dean) Prior working experience overseeing academic operational budgets, capital equipment purchases, and specialized grant funding (e.g., Perkins V grants, NSF grants)

Prior working experience developing experiential learning programs, lab setups, apprenticeships, and maintenance program accreditations, such as ABET or specialized trade certifications. Demonstrated success in partnering with regional industry leaders, corporate stakeholders, and workforce development boards to develop and align academic programs with current and emerging workforce needs. Professional-level experience working in curriculum development, planning, and implementation.

ADDITIONAL INFORMATION SCHEDULE & MODALITY Based on individual assessment, business needs, supervisory discretion and/or college directives, a percentage of the duties of this position may be performed remotely up to one day a week or scheduled only for special projects requiring focus time. TERMS OF EMPLOYMENT This is a 100%, 12-month exempt assignment of the D4 band and grade This position has a 1-year probationary period All positions at Chemeketa are required to be available for work onsite as requested by the college. Requires flexible work schedule to meet program needs, which may include evenings and/or weekends This position may require the use of your personal vehicle for transportation between campus locations Requires the provision of official transcripts upon hire Employees must maintain Oregon, Washington or Idaho residency as a condition of employment.
