Position Overview
The Finance Manager oversees assigned financial operations and supports the fiscal management of FCI-authorized schools and FCI's operating budget. The position manages financial management and reporting processes with Miami Dade College Finance and ensures compliance with applicable accounting standards, Florida Statutes, and organizational policies. The position oversees K-12 "Red Book" and higher education "Green Book" accounting processes; reviews charter school budgets, quarterly and annual financial reports, and audits; identifies fiscal concerns and coordinates corrective action plans; provides financial guidance and resources to authorized schools; and prepares required financial reports to support regulatory compliance, transparency, and informed decision-making.
This is a Professional Exempt Contractual (PEC) position for which an annual contract reflecting the base salary within the fiscal year (July 1st to June 30th) will be issued after ratification by Miami Dade College's District Board of Trustee. This is a temporary grant funded position. This grant position will be eligible for participation in the Florida Retirement System (FRS) after 6 consecutive months of continuous employment.
What you will be doing
  • Collaborates with Miami Dade College and the Florida Department of Education to support the development and implementation of financial pathways, protocols, and reporting requirements of a Local Education Agency sponsoring charter schools in the State of Florida
  • Maintains financial reporting processes , requirements, and templates established for FCI-authorized schools and FCI leadership reporting
  • Coordinates corrective action plans and monitors follow-up activities to support compliance with applicable requirements; serves as the FCI point of contact for facilitating the development and implementation of corrective action plans, with required stakeholders as indicated in Florida Statute
  • Oversees the collection, review, and submission of annual audits; serves as a liaison for internal and external monitoring and audits requests
  • Evaluates charter application budgets to ensure alignment with the charter operations and confirm an adequate financial position to support the operation of the charter school
  • Prepares and oversees the submission required reports for a higher education institution authorizer of charter schools required by the state of Florida
  • Provides guidance and support to FCI-authorized schools in the development and submission of annual school budgets, reviews annual budgets and provides feedback, recommendations, and follows-up as needed
  • Oversees the development and delivery of financial resources, documents, calculators, and training materials related to fiscal oversight, budgeting, and accounting processes
  • Coordinates the preparation and submission of associated federal and state grant budgets and accompanying budgetary reports to the appropriate funding agency
  • Monitors the redistribution, funding requests, and reimbursement of state and federal entitlement funds to ensure compliance with all regulatory guidelines (including the Federal Register), documentation, and internal control requirements (including monitoring grant and contract budgets and expenditures)
  • Oversees the preparation and submission of required semi-annual and annual state and federal reports concerning funded projects and grants for submission to the appropriate agencies, FCI, and Miami Dade College (MDC) leadership
  • Performs other duties as assigned
What you need to succeed
  • Master's degree in Accounting, Finance, Business Administration, or a closely related field from a regionally accredited institution and three (3) years of progressively responsible experience in financial management; or Bachelor's degree from a regionally accredited institution and seven (7) years of related experience, with at least three (3) years of direct experience in an educational or public sector environment, or an equivalent combination of education and experience. All degrees must be from a regionally accredited institution.
  • Knowledge and understanding of College organization, goals and objectives, and policies and procedures
  • Knowledge of financial analysis, budgeting, and accounting principles, with demonstrated expertise in the Florida Department of Education's "Red Book" accounting processes
  • Comprehensive understanding of charter school systems, their financial operations, and the required regulatory compliance
  • Knowledge of local, state, and federal funding streams, including all associated regulations regarding K-12 school finance
  • Knowledge of the Florida Department of Education's grant management system (FLAGS) and related compliance timelines
  • Knowledge of Florida K-12 student information systems (SIS) and Full-Time Equivalent (FTE) reporting protocols to ensure accurate funding calculation
  • Demonstrated ability to communicate effectively, both verbally and in writing, and work collaboratively within a team and with external partners
  • Proven ability to manage multiple concurrent projects and critical financial reporting requirements while functioning effectively under strict state and federal deadline pressure
  • Strong analytical skills, including the ability to analyze complex financial data and provide strategic insights
  • Exceptional report-writing skills and ability to present complex financial information clearly to diverse stakeholders, including non-financial personnel
  • Excellent problem-solving skills and the ability to make sound, data-driven decisions
  • Advanced Excel skills and proficiency in other MS Office applications
  • Ability to work a flexible schedule which may include evening or weekend assignments
  • Ability to work well with students, faculty and staff
