Lead Complex Infrastructure as a Transportation Construction Management Sr. Project Manager โ€“ Drive Strategic Delivery and Construction Execution

CHA Consulting, Inc. is seeking a Transportation Construction Management Sr. Project Manager to join our Construction Management Team in Temecula, CA. In this role, you will operate at the intersection of technical execution and project leadershipโ€”serving as a trusted advisor to clients, directing field operations, and driving forward project performance, quality, and compliance. This is a unique opportunity to elevate your impact by leading high-visibility work and cultivating strong relationships that support long-term success.


  • Lead the successful delivery of complex infrastructure projects, overseeing field execution while managing scope, schedule, budget, financial performance, and project risks across all phases
  • Serve as a true โ€œseller/doer,โ€ building trusted client relationships, identifying growth opportunities, and contributing to strategic market development efforts within target sectors
  • Direct both field operations and project controls by guiding proposal development, project planning, scheduling, cost management, change documentation, submittals, and project closeout to ensure quality and compliance
  • Provide leadership and mentorship to Project Managers and inspection staff, establishing direction, reinforcing accountability, and supporting professional development across the team
  • Act as a key authority in contract interpretation and client coordination, ensuring alignment, responsiveness, and successful outcomes from project initiation through completion

  • High school diploma required, Bachelorโ€™s degree in Engineering or related field preferred; equivalent combination of education and relevant experience may be considered
  • Minimum of 10 years of construction inspection experience required, including leading complex construction projects; minimum of 8 years of project management experience required
  • Professional Engineer (PE) license required
  • Advanced knowledge of construction methods, materials, standards, and contract administration
  • Strong ability to interpret contracts, specifications, and regulatory requirements
  • Proven decision-making and problem-solving skills in dynamic field environments
  • Excellent communication skills with the ability to engage diverse stakeholders
  • Proficiency with Microsoft Office required
  • Knowledge of MS Project, Primavera P6, and Deltek Vision preferred
  • Proven ability to lead teams, manage client relationships, and oversee project accounting processes
  • Experience preparing proposals and project documentation as well as interpreting client contracts
  • Valid driverโ€™s license required with the ability to safely navigate active job sites and adapt to varying field conditions
  • NICET Level IV certification preferred
