Description *** Board Members will be paid $75.00 / meeting*** In accordance with Virgin Islands Code Title 3 Chapter 3 42 the banking board is established within the Lieutenant Governors Banking, Insurance and Financial Regulation Division. The Banking Boards appointed members shall be composed of individuals appointed by the Governor with the advice and consent of the Legislature; The Board shall be composed of six members, as follows: Four members appointed by the Governor with the advice and consent of the Legislature; The Lieutenant Governor, who shall serve as Chairman of the Board; The Commissioner of Finance, who shall be a member ex officio, and who shall serve as Secretary of the Board. Of the four members appointed by the Governor, two shall reside in the District of St
Croix and two shall reside in the District of St. Thomas-St. John.
Duties and Responsibilities The Virgin Islands Banking Board has a wide range of duties and responsibilities that include but are not limited to: Regulatory Oversight: Ensures that financial institutions in the Virgin Islands operate in compliance with local banking laws, regulations, and policies. Development and Enforcement of Banking Regulations: Establishes, revises, and enforces banking regulations that align with federal law and promotes the soundness of the financial system. Monitoring Financial Institutions: Regularly reviews the financial status, operational practices, and compliance efforts of banks, credit unions, and other financial institutions.
Policy Recommendations: Advises the Governor and Legislature on banking and financial matters that impact the territory's economic well-being. FACTOR 2 - GUIDELINES Board Member Terms: Members are appointed to serve two-year terms. Stipends: Non-governmental members of the Banking Board are eligible to receive a stipend of $75 per meeting and reimbursement for expenses incurred in attending Board meetings. Removal for Cause: Non-governmental members of the Banking Board are subject to removal by the Governor for cause.
FACTOR 3 - SCOPE AND EFFECT The purpose of the Virgin Islands Banking Board is to: Regulate the Banking Sector: To ensure that banks and financial institutions in the Virgin Islands operate in a secure, transparent, and regulatory-compliant manner. Protect Consumers: Safeguard the interests of individuals and businesses that rely on financial institutions for banking services, loans, and other financial products. Promote Economic Stability: Support the continued growth of the Virgin Islands economy by maintaining a sound and reliable banking system.
Assist in Federal and Local Law Compliance: Ensure that the Virgin Islands financial sector adheres to both local regulations and applicable federal banking laws, including those related to anti-money laundering (AML), fraud prevention, and consumer protection. Necessary Special Qualifications Residency: Applicants must be residents of the Virgin Islands for at least 2 years. Two members must reside in the District of St.
Croix, and two must reside in the District of St. Thomas-St. John.
Commitment: Ability to commit to attending regular Board meetings and actively participating in discussions, decision-making, and policy development. Ethical Standards: Must adhere to the highest standards of ethics and confidentiality in all activities related to the duties of the Banking Board.
