The Lead Project Controls Specialist – Risk is responsible for assisting the Sr. Project Controls Manager – Project Risk in implementing Project Risk processes and procedures to drive effective project risk management across Amtrak’s Capital Delivery projects.
The individual in this role will be responsible for assisting with the preparation, revision, and approval of the Capital Delivery Project Risk Management procedure and accompanying training materials. Other responsibilities include serving as risk manager on medium to high complexity capital delivery projects and specifically, facilitating risk workshops with the project team (Engineering, Construction Management, Procurement, Stakeholder Engagement, Contracts, Project Management (PM), etc.) to identify project delivery risks, probabilities of risk occurrence, cost and schedule impacts of individual risks, and appropriate mitigation measures over the project lifecycle. The individual may also develop project dashboards of key risk data drawing upon the status of the current risks.
Additionally, the individual will support project Change Management processes by assisting with the evaluation, documentation, tracking, and reporting of project changes, including coordination of Change Control Board (CCB) activities, assessment of change-related risks and impacts, and ensuring approved changes are appropriately reflected in project risk registers, cost forecasts, schedules, and project controls reporting.
- Assists with preparation and maintenance of department governance policies, frameworks, and procedures on project risk management incorporating best practices used in the construction and transportation industries.
- Leads project teams in facilitating lessons learned workshops and documentation to be published for PM and Project Controls knowledge-sharing for medium to high complexity capital projects
- Serves as risk manager of medium to high complexity capital construction or engineering project / program.
- Drives evaluation and impact assessment of identified project risks to enable project team with applicable data to develop risk mitigation plans and contingencies.
- Develops and maintains Project/Program risk control tools and workflows.
- Leads all aspects of the Change Management process and utilization of tools for Change Request, Change Control Board (CCB) and reprogramming.
- Prepares quality and timely required and ad-hoc team deliverables, including but not limited to project risk registers, reports, and analyses.
- Coordinates, as needed, with other Project Controls staff to provide and obtain necessary project data.
- As needed, develop reporting mechanisms, dashboards and presentations about project performance indicators and feed this data to ensure a cohesive picture of the Project/program and/or portfolio.
- Supports Executive status review meetings, Governance and Change Control Boards.
- Manages project risk data via EPPM, SharePoint or other approved systems and tools.

- Coordination with schedule managers and cost estimating managers to obtain appropriate accurate and valid data
- Facilitating project risk workshops on medium to high complexity capital projects with relevant project stakeholders including Project Management, Procurement, Contracts, Operations, Engineering, Construction Management, etc.
- Project risk management metrics, performance analysis, dashboards, and progress reports.
- Researching, analyzing, evaluating, and implementing new business processes, tools, methods, and techniques to improve performance or output.
- Communicating complex information clearly and concisely, both orally and in writing.
- Preparing effective presentations and/or training to diverse audiences.
- Excel, Word, Visio, and/or PowerPoint.
- Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree. Plus
- 6 years of prior relevant experience required
- Graduate Degree
- 8+ years of relevant experience preferred
- Basic knowledge of construction contracts (Design-Bid-Build, Design-Build, Construction Manager at Risk) and contract administration
- Experience delivering a capital construction project under active rail traffic
- Familiarity with grants, procurement, project controls, construction, engineering, third party agreements, and/or permits
- PMP Certification in good standing, or ability to obtain within 12 months
- PMI-SP, PMI-RMP, CCP or PSP certification
- PE, AICP, or CCM
- Office building environment.
- In office 4 days a week with 1 day remote.
- Work in cubicle setting; stand, sit, bend, twist, use file drawers.
- Sit at computer to complete assignments, projects, and majority of tasks.
- Ability to work under pressure.
- Occasional travel as needed.

The salary/hourly range is $94,300.00 – $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
