Allegheny Family Network (AFN) is seeking a highly organized, detail-oriented, and service-focused Human Resources, Compliance & Risk Specialist to support the Human Resources Director in the administration and coordination of key HR, compliance, and risk management functions. This position plays an essential role in ensuring the organization's human resources operations are efficient, compliant, risk-aware, and employee-centered.
The Human Resources Compliance & Risk Specialist will assist with payroll processing, employee onboarding, HR compliance, benefits administration, reporting, personnel record management, recruitment support, risk management initiatives, audit preparation, training compliance, and day-to-day employee relations activities. The ideal candidate is a collaborative professional with strong administrative, analytical, organizational, and compliance skills who thrives in a fast-paced nonprofit environment.
This role requires discretion, professionalism, attention to detail, and a commitment to supporting AFN's mission by helping maintain a positive employee experience while ensuring compliance with employment laws, regulatory requirements, organizational policies, and risk management practices.
Essential Duties and Responsibilities
Human Resources Support
  • Serve as a primary support to the Human Resources Director in all human resource functions.
  • Assist in implementing HR policies, procedures, and best practices.
  • Respond to employee inquiries regarding policies, benefits, payroll, and HR processes.
  • Maintain confidentiality of employee and organizational information.
  • Assist with policy updates, employee handbook revisions, and communication of organizational compliance requirements.
Payroll Administration
  • Assist the HR Director with bi-weekly payroll processing and payroll audits.
  • Review employee timesheets, leave requests, pay adjustments, and payroll documentation for accuracy.
  • Maintain payroll-related records and assist with payroll reporting.
  • Support year-end payroll activities, including W-2 preparation and reconciliation.
Compliance, Risk Management & Employee Records
  • Maintain employee personnel files and electronic HR records.
  • Assist with compliance related to federal, state, and local employment regulations.
  • Monitor and track required employee certifications, clearances, licenses, and training requirements.
  • Support administration of FMLA, workers' compensation, unemployment claims, and employee leave programs.
  • Assist with HR, payroll, and organizational audits and reporting requirements.
  • Monitor agency compliance deadlines and maintain compliance tracking systems.
  • Assist in identifying potential organizational and workforce risks and report concerns to the Human Resources Director.
  • Support implementation of risk mitigation practices related to personnel, safety, confidentiality, and regulatory compliance.
  • Assist with incident reporting, corrective action documentation, and risk management recordkeeping.
  • Coordinate required compliance and risk-related employee training programs.
Human Resources Reporting & Data Management
  • Prepare workforce, payroll, compliance, risk management, and benefits reports for the HR Director and leadership team.
  • Track employee demographics, turnover, vacancies, training compliance, and other workforce metrics.
  • Ensure data accuracy within HRIS and payroll systems.
  • Assist with report preparation for agency, grant, accreditation, audit, and regulatory requirements.
  • Maintain compliance and risk management reporting dashboards.
Recruitment & Onboarding
  • Support recruitment efforts, including posting positions, scheduling interviews, and coordinating candidate communications.
  • Assist with background checks, employment verifications, and pre-employment requirements.
  • Coordinate onboarding activities and new employee orientation.
  • Ensure all new hire documentation is completed and maintained.
  • Monitor onboarding compliance requirements and required clearances.
Administration Benefits
  • Assist employees with benefits enrollment and questions.
  • Support annual open enrollment processes.
  • Maintain benefit records and coordinate communications with benefit vendors.
  • Assist with processing employee benefit changes and updates.
Employee Engagement & HR Operations
  • Support employee recognition and engagement initiatives.
  • Assist with staff training coordination and professional development activities.
  • Assist with mandatory compliance and risk management training tracking.
  • Participate in HR projects and organizational initiatives.
  • Provide administrative support to the Human Resources Director as needed.
  • Serve on internal committees related to workplace culture, safety, compliance, and employee engagement as assigned.

Qualifications
Required
  • Bachelor’s degree in human resources, Business Administration, Risk Management, or related field preferred; equivalent experience will be considered.
  • Minimum of 3 years of experience in Human Resources, Compliance, Risk Management, or related administrative functions.
  • Experience supporting payroll administration, compliance monitoring, and audit preparation activities.
  • Knowledge of employment laws, HR best practices, compliance standards, and risk management principles.
  • Strong organizational, analytical, and problem-solving skills.
  • Advanced proficiency in Microsoft Office, particularly Excel.
  • Excellent written and verbal communication skills.
  • Demonstrated ability to maintain confidentiality and handle sensitive information.
Preferred
  • Experience in a nonprofit or human services organization.
  • Experience with HRIS and payroll systems such as ADP, Paychex, or similar platforms.
  • SHRM-CP, PHR, or other HR certification.
  • Knowledge of Pennsylvania employment laws and nonprofit workforce practices.
  • Experience supporting compliance audits, records management, risk assessments, or organizational compliance programs.
