Job description

Position Summary
We are seeking an experienced Solutions Architect – Oracle Health/Cerner Millennium to provide technical leadership, enterprise solution design, and architectural guidance in support of the Military Health System (MHS) environment. This individual will serve as a senior technical expert responsible for designing, configuring, integrating, and optimizing Oracle Health solutions that support clinical, operational, and administrative healthcare workflows.
The Solutions Architect will collaborate with government stakeholders, clinicians, system engineers, application analysts,cybersecurity personnel, and implementation teams to design scalable, secure, and interoperable solutions that align with Oracle Health best practices and Department of Defense (DoD) standards.
The ideal candidate possesses extensive hands-on experience with Oracle Health/Cerner Millennium backend configuration, domain architecture, and enterprise healthcare system integrations. Candidates should have successfully completed Oracle Health training, possess the appropriate Oracle Health security access required to perform solution configuration and architecture activities, and have experience supporting complex healthcare IT implementations, preferably within MHS GENESIS.
Key Responsibilities
Enterprise Solution Architecture
  • Lead the design and architecture of Oracle Health/Cerner Millennium solutions supporting enterprise healthcare operations.
  • Develop scalable, secure, and maintainable technical solutions that align with organizational business objectives and Oracle Health best practices.
  • Translate business, operational, and clinical requirements into comprehensive technical solution designs.
  • Evaluate existing system architecture and recommend improvements that enhance performance, reliability, interoperability, and user experience.
  • Provide technical leadership throughout the solution lifecycle including planning, design, implementation, testing, deployment, and sustainment.
Oracle Health Configuration amp; Design
  • Design and oversee backend configuration of Oracle Health domains, applications, workflows, and system components.
  • Configure and optimize Oracle Health solutions utilizing approved Oracle methodologies and implementation standards.
  • Provide technical oversight for environment builds, configuration management, code promotions, and release planning.
  • Validate solution designs for scalability, maintainability, and compliance with enterprise architecture standards.
  • System Integration amp; Interoperability
  • Design and support integrations between Oracle Health and external enterprise systems.
  • Architect interoperability solutions utilizing:
    • HL7

    • CCD/C-CDA

    • RESTful APIs

  • Collaborate with interface teams to ensure seamless exchange of clinical and administrative data.
  • Develop integration strategies that improve data quality and reduce operational complexity.
Technical Leadership
  • Serve as the senior Oracle Health architecture subject matter expert supporting government leadership.
  • Lead architecture reviews, technical design sessions, and engineering working groups.
  • Mentor junior architects, engineers, and application analysts.
  • Provide recommendations on Oracle Health product capabilities, roadmap enhancements, and modernization initiatives.
  • Support strategic planning efforts for future Oracle Health capabilities and enterprise architecture evolution.
Performance Optimization
  • Analyze system performance and recommend architectural improvements.
  • Identify opportunities to streamline workflows, automate processes, and improve application responsiveness.
  • Perform root cause analysis of complex technical issues and recommend sustainable architectural solutions.
  • Support capacity planning, disaster recovery, high availability, and business continuity planning.
Governance amp; Compliance
  • Ensure architectural solutions comply with:
    • DoD security requirements
    • RMF controls
    • DISA STIGs
    • HIPAA
    • Oracle Health implementation standards
  • Participate in Change Control Boards (CCB), Architecture Review Boards (ARB), and Technical Review Boards (TRB).
  • Develop and maintain architecture documentation, solution diagrams, configuration standards, and implementation guides.
Required Qualifications
  • 8+ years of progressively responsible experience designing and implementing enterprise healthcare information systems.
  • 5+ years of hands-on Oracle Health/Cerner Millennium architecture and configuration experience.
  • Completion of Oracle Health (Cerner) training appropriate for solution architecture and backend configuration.
  • Possession of Oracle Health access and privileges necessary to perform solution configuration and architecture activities.
  • Experience supporting large-scale healthcare IT implementations serving multiple facilities and diverse user communities.
  • Demonstrated expertise designing enterprise Oracle Health architectures supporting clinical, financial, and operational workflows.
  • Strong understanding of Oracle Health domains, application architecture, backend configuration, and environment management.
  • Experience supporting multiple Oracle Health environments including Development, Test, Training, Validation, and Production.
  • Experience with change management, release management, and configuration governance.
  • Strong understanding of enterprise systems architecture principles and systems engineering methodologies.
Preferred Qualifications
  • Experience supporting Military Health System (MHS GENESIS) implementations.
  • Defense Health Agency (DHA), Department of Defense (DoD), or Veterans Affairs (VA) healthcare experience.
  • Oracle Health implementation or solution architecture certifications.
  • Experience with Oracle Cloud Infrastructure (OCI).
  • Experience with healthcare interoperability platforms and interface engines.
  • Familiarity with Agile development methodologies and DevSecOps practices.
  • Active Secret Clearance or ability to obtain one.
