Description The Security Specialist Generalist supports the F-35 Joint Program Office (JPO) Security Support Services prime contract by providing comprehensive security management expertise for the delivery of government security services. The Security Generalist will be responsible for managing individual teams in planning, execution, monitoring, and closing of security-related tasks, ensuring they are delivered on time, and to the specified quality standards. This role requires strong leadership, writing skills, communication, critical thinking and problem-solving skills, attention to detail, great work ethic, initiative, and continuous process improvement initiatives, as well as a thorough understanding of government security regulations and practices, specifically related to personnel, physical, information, and industrial security. Essential Duties and Responsibilities: Provide Classification Management Support: * Maintain collateral and SAP and Collateral Security Classification Guides (SCG). * Coordinate activities for regular, comprehensive updates of SCG and assist with identification of and tracking of appropriate SMEs to assist in SCG development, update and distribution. * Develop a system to streamline the execution of the classification challenge process to increase utility and accuracy of F-35 JPO SCGs. Provide guidance on the process to F- 35 JPO and support personnel as directed by Government security leads. * Provide technical expertise and document in writing with detailed rationale recommendations regarding the classification of information and material, to include the complication of information and/or material to Government security leads. * Review Public Release requests in coordination with the F-35 JPO Public Affairs team. Information and materials (or the compilation thereof) must receive a classification determination prior to submission to the F-35 JPO Public Affairs Office for a Public Release determination. * Conduct data collection for required Security Classification reporting. Administrative and Personnel Security Support: * Manage and oversee recall rosters, organizational charts, and contact cards for Security personnel to no less than 95% accuracy within two business days of notification of change; any errors must be corrected within one business day to 100% accuracy. * Develop, maintain, update, and coordinate Security Operations Manuals (SOM), Standard Operating Procedures (SOP), Security Classification Guides (SCGs) and other Program Security generated documentation and publications. * Maintain, update, and coordinate Continuity Of Operations Plan (COOP), Occupant Emergency Plan (OEP), Emergency Action Plan (EAP) and all other Collateral Security generated publications. * Draft, develop, and maintain F-35 security policies and procedures IAW DoD policies and procedures and submit documentation to Government security leads. * Distribute security policies and guidance to CONUS and OCONUS locations within five business days of final signature if available for electronic delivery. * Schedule, facilitate and attend security meetings, symposia and events. * Coordinate, prepare, and attend Security Program Management Reviews (PMRs). * Coordinate Security Conferences for International Security. * Input, track and disseminate assigned tasks NLT one business day of new task creation and provide reports in prescribed JPO management tool. * Manage and oversee security mail groups and calendar on a business daily basis. * Issue courier cards and provide appropriate courier training within two business days in routine courier situations (emergency courier situations may require completion of tasks within a few business hours). * Monitor, control, and service post office box on a business daily basis. * Distribute mail and packages to local security offices within same business day of receipt if received before/by noon and within one business day if received after noon. * Coordinate and staff security policies and procedures for appropriate stakeholder signatures. * Create and maintain on a business daily basis a central security document and file archive. * Maintain and update all DoD and F-35 JPO security systems of record (including other supporting systems of record as identified by a government lead) on a business daily basis. * Provide security customer service support and respond to all security inquiries within one business day. * Provide technical writing guidance in compliance with appropriate publications and manuals (such as the DoD Manual for Written Material, DoD 5110.4-M) and perform quality checks on all documents and packages being staffed for signature, ensuring incorporation of all corrections in first return of package. * Participate in meetings and provide documented description of the meeting, results, tasks, action items and suspense dates, and track to completion. * Manage and oversee off-duty phone support as needed basis to ensure all calls are answered, dispositioned, and Government security leads notified. Security Compliance and Operations: * Ensure all contract activities are compliant with applicable government security regulations and policies, including those related to personnel, physical, information, and industrial security. * Maintain a thorough understanding of the F-35 security classification guide and other relevant security directives, specifically DoDM 5205.07. * Oversee the implementation of security measures to protect classified information and assets. * Manage and monitor deliverables and products progress, proactively identifying and addressing potential roadblocks or delays. * Manage product resources, including personnel, equipment, and subcontractors, to ensure efficient and effective utilization. * Maintain regular communication with the JPO customer and internal stakeholders, providing product updates and addressing any concerns. * Maintain a risk register and proactively manage potential issues to minimize impact on deliverable and product timelines. Quality Control and Assurance: * Ensure the quality of deliverables and products by adhering to established quality assurance processes and standards. * Conduct regular reviews and inspections to identify and address any quality issues. * Prepare and present quality status reports to the JPO customer and program leadership. * Document lessons learned and best practices to improve future deliverable and product performance. * Manage and monitor deliverables and products progress, proactively identifying and addressing potential roadblocks or delays. Stakeholder Management: * Build and maintain strong relationships with JPO stakeholders, including government personnel, other contractors, and vendors. * Effectively communicate areas of contract information and address stakeholder concerns. Experience: * Minimum of 10 years of relevant experience * Experience working with the Department of Defense (DoD) and familiarity with DoD security regulations and policies. * Experience supporting the F-35 Joint Program Office preferred. * Veteran of the United States Armed Forces preferred. Skills: * Strong leadership, writing, communication, and interpersonal skills. * Excellent organizational and time management skills. * Proficiency in Microsoft (MS) Office Suite, including MS TEAMS. * Thorough understanding of project management methodologies (e.g., Agile, Waterfall). * Knowledge of government security regulations and practices, including personnel, physical, information, and industrial security.
