Duties * Serves as the Chief of Military Programs and Project Management Branch, responsible for vertical and horizontal integration to produce military projects and manage the program for the district. * Manages all aspects of military programs and project management, ensuring development of project scope, budgets, schedules, and procurement strategies in keeping with program goals. * Establishes and monitors District objectives to meet goals for various military programs (Congressional, OSD, HQUSACE, etc.) and is responsible for the schedule, budget, and cost controls of the program. * Plans and assigns work to subordinates, determines schedules, evaluates performance, advises on administrative matters, and identifies training needs. * Manages the District's military reimbursable program, ensuring that accepted and funded projects are executed in keeping with overall program objectives and that there is adequate contract capacity. * Ensures customer expectations and Corps performance potential are compatible by identifying customer options, ensuring customer-care prevails, and using quality design and construction techniques. Specialized Experience: One year of specialized experience which includes: 1) Serving as a senior project manager or technical expert for large-scale, complex military construction projects, involving vertical and horizontal integration across multiple technical disciplines. 2) Applying expert knowledge of management concepts and project management principles to oversee all project phases from master planning and design to construction, cost control, and operations. 3) Exercising supervisory duties such as assigning and evaluating work, managing personnel, and implementing Equal Employment Opportunity (EEO) principles. 4) Developing and managing project budgets, schedules, and procurement strategies to meet program objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).
