Position Overview

We are seeking a highly motivated individual to serve as the Assistant Administrator to the Administrator of Capital Planning/Qualification Based Selection (QBS) at the Capital Development Board (CDB)! The Assistant Administrator is responsible for the following:

Essential Functions
  • Assist with directing and coordinating the QBS process and publication of the Professional Services Bulletin; Responsibilities include assisting the administrator with coordinating the QBS process for all CDB projects and reporting that process to the board.
  • Assists the administrator with preparing the makeup of the internal pre-screening group and QBS Selection Committees and assists with the development and maintenance of the Professional Services (PSB) schedule.
  • Assist the Administrator to work closely with other CDB units, state agencies and the design and construction industries to ensure the efficient delivery of capital projects, and compliance with State procurement code.
  • Assist with the Coordination of Architect/Engineer (A/E) and Design-Build selections with the Construction Administration Division staff to ensure that construction needs are met and to identify and implement measures to improve the selection and qualification processes.
  • Assists the Administrator in meetings with the construction industry to address A/E performance issues and to serve as a liaison between CDB and the industry. 
  • As directed by the Administrator, may assist with the handling of confidential information related to A/E selections, board information, A/E Responsibility Program, procurement issues and personnel issues.
  • Assists with the development and maintenance of policies and procedures, guidelines, processes, and databases; communicates and mentors as necessary to support agency procurement activities.
  • Assists the Administrator with the development and use of measurements to assess the progress of the agency's critical business processes towards higher customer satisfaction, quality construction and employee's development.
  • Assists with training, development, and motivating staff to ensure efficient and cost-effective operations.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires completion of four years of college, with a degree in architecture or engineering.
  • Requires four (4) years of progressively responsible administrative experience in capital planning, procurement and project management.
  • Requires two (2) years' experience in at least two of the following: construction costs, contract law, and construction administration.
  • Requires two (2) years' experience in general engineering or architecture and design-build principles, with a basic understanding of general accounting principles. 
Preferred Qualifications
  • Prefers Illinois licensure as a registered architect or professional engineer.
  • Working knowledge of state construction regulations and state government organizations as it relates to physical plant facilities.
  • Working knowledge of negotiation techniques.
  • Working knowledge of computer program applications and software packages including but not limited to Office 365 suite, Adobe Acrobat and MS Project.
Conditions of Employment
  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver's license.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary
    of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

About the Agency
The Capital Development Board (CDB) oversees the construction of new state facilities, such as correctional centers, state parks, mental health facilities and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.
