This opportunity resides with Warfare Systems (WS), a business group within HIIโ€™s Mission Technologies division. Warfare Systems comprises cyber and mission IT; electronic warfare; and C5ISR systems.

Summary

Huntington Ingalls Industries (HII) Mission Technologies Corp (MTC) is seeking a motivated Capture Manager within our Warfare System Group. The position reports to the Director of Capture Management. In this key growth role, you will drive strategies that secure new and recompete contracts delivering cuttingโ€‘edge capabilities to warfighters and advancing national security.

As an HII MTC Capture Manager you will work closely with diverse stakeholders across executive leadership, business development, portfolio leads, program managers, technical subject matter experts and Government customers to shape and execute winning capture strategies across the preโ€‘award lifecycle.

The Capture Manager must be execution oriented, while also thinking strategically about emerging customer needs, competitive positioning, requisite capabilities, and the tactics needed to enable the company to capture opportunities in new and emerging markets. This position requires a highly organized individual with a deep understanding of the Department of War (DOW), competitive landscape and the ability to effectively coordinate with multiple crossโ€‘functional teams across the organization. The successful candidate will manage complex bids, develop compelling proposals, and lead capture teams to success.

Located in Target Customer areas: Dayton, OH; Huntsville, AL; McClean, VA; or, National Capital Region.

Key Responsibilities
  • Manage assigned opportunities through the HII MTC growth process from Gate 2 through all capture phase activities
  • Develop, manage and own the Capture Plan and capture strategy, coordinating with Portfolio Leads and other stakeholders to generate compelling proposals
  • Develop and manage Customer Call Plans and build customer relationships through strong interpersonal communication
  • Lead gap analysis of HII MTC capabilities in collaboration with various stakeholders
  • Identify innovative technologies that meet customer requirements
  • Lead competitive analysis activities and facilitate Black Hat
  • Define, establish, and execute on win strategies for pursuits that demonstrate HII MTCโ€™s value proposition to customers
  • Facilitate development of Win Themes, Discriminators and technical/management solutions
  • Identify teammates and vendors in pursuit of an opportunity, conduct due diligence, and sustain B2B relationships
  • Develop and process capability matrices with potential teammates
  • Initiate NDAs and Teaming Agreements/Exhibit As following proper approval protocols and Portfolio Lead coordination
  • Facilitate and participate in teaming negotiations to establish swim lanes and/or allocate workshare
  • Develop, track and manage B&P budget and expenditures for assigned opportunities
  • Coordinate internal and/or external price-to-win analysis and establish cost targets
  • Identify, interview and select internal and/or external candidates for Key Personnel positions
  • Assess strongest past performance references
  • Responsible for identifying internal and external resources to support solution and proposal development
  • Initiate, schedule and deliver decision Gate Reviews with executive leadership
  • Provide guidance and support to capture teams on technical, pricing, and contractual issues
  • Support proposal development activities ensuring win themes, discriminators and messaging are incorporated for compelling proposal responses
  • Generate proposal pricing in collaboration with the proposal team and leveraging relevant historical cost data
  • Ensure that all bids are compliant with customer requirements
  • Participate in business capture planning activities including pipeline review meetings
  • Support development of RFI/Sources Sought responses, as directed
  • Support color team reviews of colleaguesโ€™ opportunities, as requested
  • Ensure successful transition to operations project teams upon contract award
What you need to have
  • 8 years relevant progressive experience with Bachelors in related field; or 6 years relevant progressive experience with Masters in related field.
  • Secret Clearance
  • Extensive knowledge, experience, and success in the entire capture process are required and solid experience in all contract types (e.g., FFP, T&M, cost plus), as well as non-IDIQ and IDIQ single or multiple award contracts (e.g., GAS AAS, IAC MAC)
  • Excellent written and oral communication skills, presentation, customer communications and organizational skills
  • Past experience/understanding in engineering and/or program management
  • Ability to articulate a business and technical vision with strategic thinking
  • Strong knowledge of proposal development โ€“ ability to read and understand federal/defense solicitation documentation
  • Ability to work independently on assigned tasks as well as to accept direction on given assignments
  • Ability to work collaboratively with the Leadership team as well as other personnel
  • Proficient in MS Office Suite
