Chenega Professional Services SBU, a Chenega Professional Services' company, is looking for a Capture Management Director to lead high-value growth opportunities and recompete efforts. This role is responsible for executing disciplined, compliant capture strategies in accordance with PS-SBU policies and procedures. Reporting directly to the PS-SBU President, the Director of Capture Management will play a critical role in shaping and executing strategic growth initiatives and other high-profile pursuits. The successful candidate will lead complex, large-scale captures by leveraging PS-SBU's broad portfolio of information technology, health, scientific, engineering, and professional services capabilities. The Director will drive the full capture lifecycle-leading pre-RFP shaping and customer engagement activities, managing capture execution through proposal development, and supporting post-submittal activities-to significantly increase probability of win. This position requires both strategic vision and hands-on leadership to guide cross-functional teams in developing compelling, differentiated solutions for federal customers.

Responsibilities
  • Own and lead strategically prioritized captures from pre-RFP through contract award, including qualification, capture planning, win themes, discriminators, customer engagement strategies, decision gates, and color team reviews.
  • Provide senior leadership for complex business development and capture efforts from win-strategy formulation through proposal submission and post-submission activities.
  • Brief senior leadership on capture status, risks, and recommended actions at defined milestones throughout the capture lifecycle.
  • Direct capture plans and supporting activities that enable business development growth, revenue, and profitability in alignment with long-term corporate strategy and objectives.
  • Develop and implement comprehensive capture strategies by thinking strategically about the market and customer, engaging directly with customers, and asking the right questions to shape winning solutions.
  • Apply and mature Shipley-based competitive capture models to drive disciplined, repeatable, and data-driven capture execution.
  • Lead and facilitate win strategy development sessions across all solution areas (technical, management, staffing, teaming, pricing, past performance, and compliance).
  • Identify, analyze, and refine customer hot buttons, needs, priorities, and concerns to inform solution positioning and proposal messaging.
  • Align market and competitive intelligence with the overall win strategy to ensure relevance, differentiation, and evaluator focus.
  • Lead competitive assessments, teaming strategies, and price-to-win analyses to strengthen capture positioning and probability of win.
  • Analyze competitor capabilities, trends, and weaknesses to better identify, qualify, and shape bid opportunities.
  • Develop and implement winning strategies that amplify organizational strengths, mitigate weaknesses, and neutralize competitor advantages.
  • Inspire, motivate, and lead cross-functional capture teams to develop compelling, differentiated, and compliant solutions.
  • Partner with proposal teams to produce persuasive proposals that communicate a clear, compelling, and defensible "Why Chenega" story.
  • Apply both a broad strategic perspective and a hands-on, execution-focused approach throughout the capture lifecycle.
  • Lead and support teaming negotiations, including NDAs and Teaming Agreements; define roles, workshare, and solution integration to maximize evaluation strengths while supporting OCI avoidance and mitigation where applicable.
  • Collaborate across business development, technical, pricing, contracts, HR/recruiting, and operations; mentor capture managers and contributors; and model executive leadership competencies including strategic thinking, influence, negotiation, and partnership building.
  • Participate in subsidiary-level Gate Reviews, providing independent assessments of capture maturity, readiness, and risk, along with actionable guidance and recommendations.
  • Conduct post-award and post-loss lessons learned and after-action reviews to continuously improve capture processes, tools, and playbooks.
  • May provide guidance and training to less experienced BD and Capture staff.
  • Perform other related duties as assigned.

Qualifications
  • Bachelor's degree in Business or related field of study.
  • 10+ years in federal capture/business development
  • Demonstrated capture wins of $25M-$100M+ single-award opportunities, including at least one $50M+ win within the past 2-3 years.
  • Experience supporting Department of Defense (DoD) and/or Federal Civilian (FedCiv) customers; experience across both preferred.
  • Recent hands-on experience in market analysis, opportunity identification, qualification, capture execution, and transition to award.
  • Strong knowledge of the federal acquisition process, current procurement trends, and government buying behaviors.
  • Excellent executive-level presentation, briefing, and proposal writing skills.
  • Proven ability to lead cross-functional capture teams and manage multiple concurrent pursuits aligned with anticipated RFP release schedules.
  • Strong problem-solving, decision-making, organizational, and time-management skills with a confident professional sales presence.
  • Sound business judgment, strategic and conceptual thinking, and leadership skills, with the drive to contribute meaningfully to company growth and success.
  • Willingness and ability to travel as business needs dictate.
  • Background check with the ability to obtain a Secret clearance

Preferred Qualifications
  • Experience across contract vehicles (IDIQ, GWAC, BPA) and multiple contract types (FFP, CPFF, T&M), with hands-on familiarity guiding bid strategy accordingly.

  • Executive level presence; exceptional written/oral communication, negotiation, and stakeholder influence consistent with federal leadership competency frameworks.
  • Understanding and experience with capture procedures and frameworks, decision gates, and color team best practices.
  • Ability to operate independently with limited supervision and feedback, and establish a solid working relationship with Subsidiary leadership, SBU staff, and peers.
  • Excellent verbal communication skills, including the ability to present complex concepts to stakeholders and decision-makers; strong briefing and writing skills.
