Courseware Developers/Programmers
Summary
C² Technologies, Inc. is seeking Courseware Developers/Programmers to design, build, test, and deliver high-quality interactive eLearning and digital instructional products in support of the DCSA IDD mission. These specialists transform instructional design requirements into functional, visually engaging, SCORM-compliant courseware for delivery across multiple learning environments.
Responsibilities
• Develop SCORM-compliant eLearning modules, simulations, and interactive learning experiences.
• Program interactions, branching scenarios, assessments, and multimedia components.
• Implement instructional design storyboards accurately and meet all design and functional specifications.
• Integrate audio, video, animations, and graphics into courseware.
• Collaborate with ISDs, SMEs, multimedia teams, and QA specialists to ensure accuracy, usability, and compliance.
• Troubleshoot courseware issues, debug functionality, and resolve defects across LMS platforms.
• Ensure all products meet accessibility and Section 508 compliance standards.
• Maintain version control and documentation for all development activities.
Education
• Bachelor's degree from an accredited institution.
Experience - Required
• Current Secret clearance.
• Minimum three (3) years of experience developing SCORM-compliant eLearning.
• Proficiency with eLearning authoring tools such as Articulate Storyline, Adobe Captivate, or similar.
• Experience developing instructional products for LMS deployment.
• Experience integrating multimedia and interactive components.
Experience - Preferred
• Experience supporting DoD or federal courseware development programs.
• Experience with xAPI, LTI, or advanced LMS integrations.
• Experience developing mobile-responsive or HTML5-based courseware.
• Experience applying accessibility (508) and universal design standards.
Tools & Software
• eLearning authoring tools (Storyline, Captivate, Rise, etc.).
• Graphic and media editing tools (Photoshop, Illustrator, Audition, Premiere).
• SCORM packaging tools and LMS testing environments.
• HTML5, CSS, and JavaScript (preferred).
• Version-control and collaboration platforms.
Knowledge & Skills
