Job description

JOB DESCRIPTION:
The Public Works Engineering Division is seeking an experienced Lead Engineer/Project Manager to support the planning, design, construction, and delivery of major capital improvement projects. The 3-year capital plan represents approximately $400 million in infrastructure investment, including roadway, sanitary sewer, stormwater, regulatory, and community improvement projects. The successful candidate will have strong knowledge of civil engineering design and construction, particularly horizontal infrastructure projects, along with proven project management skills.
The ideal candidate will demonstrate strong technical, analytical, and problem-solving skills, with experience reviewing engineering plans, specifications, and construction documents. They should have knowledge of civil construction methods, constructability, and quality control, along with strong project management skills, including budgeting and financial reporting. Excellent written and verbal communication skills are essential, as are exceptional attention to detail, the ability to manage multiple priorities, and a commitment to innovation, teamwork, and continuous improvement.
Key Responsibilities
  • Manage projects through planning, design, construction, and closeout.
  • Lead and mentor a team of engineers and project managers.
  • Develop scopes of work and review proposals, plans, specifications, and construction documents.
  • Evaluate projects for constructability, quality, compliance, and cost effectiveness.
  • Assist with project budgets, cost estimates, financial reporting, and risk assessment.
  • Coordinate with consultants, contractors, inspectors, Procurement, and Public Works divisions.
  • Monitor construction activities and ensure compliance with approved plans and specifications.
  • Identify and resolve design and construction issues.
  • Participate in inspections, punch lists, and final project closeout.
  • Review as-built drawings, O&M manuals, and project documentation.
  • Support continuous improvement of capital planning, project delivery, and long-term maintenance.

Qualifications:
Bachelor's degree in civil engineering or construction management or equivalent field in the discipline related to area of assignment; 6 years of experience as a PE (Professional Engineer) or Certified associate in project management (CAPM) or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Must have experience with management of high-volume programs with aggressive schedules and budgets, familiarity with online design review and approval processes, plan review and technical commenting, and knowledge of the federal funding programs.
